Local Consultant

World Vision International in Azerbaijan, in order to support the implementation of “The State Program of De-institutionalization and Alternative Care in the Republic of Azerbaijan (2006-2015)”, has started 3-years “Community Services for the Vulnerable Children and Families” Project from October, 2012 in close cooperation with UNICEF in Azerbaijan and Ministry of Labor and Social Protection of Population of the Azerbaijan Republic.

As the main component of the project, the countrywide assessment of available resources/capacities for social services (social mapping) will be done and the needs will be identified for social services in each region through needs assessment surveys. World Vision International in Azerbaijan seeks to employ a local consultant for providing an overall guidance and supervision on the team of survey specialists and data collectors on social mapping.

Duty station: 50% in Baku, and 50% in the regions.

Major tasks to be accomplished:

The local consultant will be responsible for:

• Review the project related documentation;
• Provide all available assessments, researches on social services done so far in Azerbaijan;
• Participating at the training provided by the international consultant on social mapping;
• Assist international consultant in preparation of the survey templates and questionnaires;
• Provide regular visits to the project regions to supervise the work of surveyors and data collectors;
• Make sure the quality is ensured on high level at needs assessment surveys and data collection processes;
• Assist international consultant in preparation of the final report on social mapping and development of recommendations to the national action plan on social services.

Time-Frame:

The selected consultant will initially work for 6 months preferably starting from July 15, 2013.

Qualifications or specialized knowledge/experience required:

• Advanced university degree and/or academic background in a social science;
• Minimum 5 years work experience in project coordination and supervision, conducting research;
• Proven knowledge on child care system, social services for vulnerable children and families;
• Proven communication skills with government, non-government and community members;
• High analytical and conceptual skills and ability;
• Fluency in English (written and spoken);
• Good knowledge of computer applications;
• Proven ability to negotiate/interact with local level government;
• Ability to work within the international and multicultural environment.
