TERMS OF REFERENCE

I. POSITION INFORMATION

Position title: Project Legal Assistant

Duty station: Mingachevir, Azerbaijan

Entry date: As soon as possible

Duration: 6 months with a possibility of extension

II. ORGANIZATIONAL CONTEXT AND SCOPE

Working under the direct supervision of the Chief of Mission (CoM) and Programme Officer, IOM Mission in Azerbaijan, the incumbent will be supporting implementation of the on-going projects related to counter-trafficking, human rights protection of migrants and research.

III. RESPONSIBILITIES AND ACCOUNTABILITIES

Specifically, he/she will:

1. Assist in planning, implementing, monitoring and evaluating the administrative and operational activities, in particular legal counseling/assistance related activities, of the projects “Strengthening the
Capacity of Local Civil Society Organizations (CSOs) and Community Based
Organizations (CBOs) to become engaged in IDPs Reintegration”.
2. Ensure timely and effective implementation of the activities of the project
specified above, in accordance with the project proposals and other relevant
project documents.
3. Carry out activities related to legal assistance for migrants and other
vulnerable groups of individuals in need under the IOM programme areas,
including NGO capacity building on the concerned issues.
4. Support to prepare periodic reports for the donor on the project delivery,
including interim and final reports to donors on budgetary expenditure and
results, in accordance with RO Vienna, RO Washington and Manila
Administrative Centre.
5. Support to coordinate project activities closely maintaining contacts with
implementing partners.
6. Identify new programme/project possibilities consistent with IOM’s mandate
and strategy in Azerbaijan; on this basis, support in the development of
proposals and follow up on submission to donors.
7. Represent IOM at meetings organized in the framework of the programme,
or as part of an IOM representation at such meetings, including in donor
briefings, visits to project sites and media presentations.
8. Undertake duty travel relating to project activities, as required.
9. Perform such other duties as may be assigned.

broader community to advance country office or regional objectives.

V. EDUCATION AND EXPERIENCE

· Master’s degree from an accredited academic institution, preferably in Law,
Political or Social Sciences, International Relations, Media or equivalent
education and training relative to the enumerated tasks.
· Work experience in legal service provision, legal analysis or related research,
project development and implementation preferred.
· Experience with raising awareness in the public domain and working with
governmental, non-governmental institutions and UN agencies preferred.

VI. LANGUAGES

Required

 Native Azerbaijani speaker, fluency in English.
 Valid driving license and ability to drive four-wheel vehicles.

Advantageous

 Working knowledge of Russian is an asset.
