HR Officer - Barda

About the Job

Under the supervision of the Head of Sub-delegation, and in coordination with HR Baku, The HR Officer provides general HR services for Barda Sub Delegation, in line with the ICRC's and delegation's policies, and the applicable laws and regulations.

Duties and Responsibilities

• Provides general HR services for the Sub Delegation, ensures that HR processes and policies are properly applied,
• Acts as a focal point for HR Management issues and ensures their follow up,
• Monitors and ensures compliance with local labour laws and staff regulations, ensures that new employees are welcomed and well-integrated,
• Advices line managers on general HR issues and HR processes such as re-mappings, salary review, performance issues, disciplinary measures etc. and ensures proper follow up and tracks the measures,
• Provides support in the application and execution of HR policies and advises employees and managers in case of questions,
• Ensures new employees are briefed on HR policies, processes, tools and practices and supports them in their application,
• Ensures performance management and development process and concepts are understood and applied within the Sub Delegation and monitors completion and follow-up throughout the year,
• Provides support to Staff Health initiatives,
• Ensures monthly payroll management and follow up on related payroll items (per diem, salary advances, overtime),
• Ensures employee's files are up to date and filed as necessary,
• Ensures completeness and accuracy of data inputted into the HR information software,
• Communicates and collaborates with Baku HR to ensure overall alignment of HR practices within the Delegation,
• Engages with HR Baku when dealing with cases that require further HR expertise or validation,

Desired Profile and Skills

• Bachelor’s Degree in Human Resources Management, or a related discipline.
• 2 - 3 years' experience in a busy human resources department,
• Computer literate, with excellent knowledge of MS Office. Knowledge of SAP HRIS a strong advantage,
• Good knowledge of labor law (Labor Code of the Republic of Azerbaijan),
• Possessing a strong sense of ethics, including the ability to appropriately handle confidential information,
• Very good interpersonal and communication skills.
• Very good knowledge of the English and Azerbaijani languages. Fluency in Russian is a distinct asset.
• Experience working in an international environment and/or an international organization is a strong asset.
• Cultural awareness and commitment to encourage diversity and inclusion in the workplace.
