Duties and Responsibilities

• Assesses, collects and compiles technical information related to the Water & Habitat program.
• Liaises with the involved partners regarding technical aspects.
• Coordinates and organizes working group/activities with key actors on water related files.
• Prepares technical assessments to monitor the water and power supply activities and analyses the data.
• Contributes to designing the department’s strategy to enhance efficiency of the Water supply sector (drinking and irrigation water) in coordination with government entities.
• Suggests effective and adapted ways to engage with and mobilize stakeholders on ICRC-observed water challenges when needed.
• Draws plans and sketches on AutoCAD engineering software or VISIO software showing and describing the situation of water points.
• Participates in the preparation of contractual documents and ensures that procedures and confidentiality are respected.
• Visits construction field sites, documents ongoing works and drafts written reports (site inspection, site instruction) if requested.
• Supports the development and implementation of the strategy of the delegation in water related projects and activities.
• Is in charge of maintaining and enlarging the network of interlocutors amongst national and international actors working within the same domain of activity (drinking and domestic water, irrigation and agriculture, electricity and modern technology, habitat…)
• Regularly updates technical and financial data in the Water & Habitat Project Assistant (WPA) tool.
• Maintains contact with external interlocutors within the area of responsibility.

Desired Profile and Skills

• High Education (University or Institute) in engineering or a related field.
• 3-5 years' professional experience in a related field of activity.
• Good knowledge of water and sanitation and/or construction engineering.
• Very good computer literacy.
• Good rigor, method and analytical skills.
• Very good interpersonal and communication skills.
• Very good command of the English and Azerbaijani languages. Fluency in Russian is a distinct asset.
• Experience working in an international environment and/or an international organization is a strong asset.
• Cultural awareness and commitment to encourage diversity and inclusion in the workplace.
