World Vision International in Azerbaijan

Extension of the Announcement for External consultant (individuals and organizations) to conduct baseline assessment for “Caucasus Sub-Regional Social Inclusion of Children with Disabilities” Project
The project aims to create a social environment for children with disabilities for their full integration into society and life – equal access to education and existing services, active engagement in community and socio-economic life of the country. The project addresses protection and promotion of the rights of people with disabilities in general, with specific focus on children with disabilities.
World Vision International in Azerbaijan seeks to employ an external consultant (individual or organization) to conduct baseline assessment of the above mentioned project in order to assess the current situation with regards to services available for children with disabilities.

Duty station: Baku, Azerbaijan

Major tasks to be accomplished:

The consultant initially will be responsible for:

• Setting objectives for the baseline
• Preparing methodology for the data collection

Deliverables:

• Baseline report
• Presentation of findings

Time-Frame:

The selected consultant will work for the full month of January. 

The deadline for submission of final deliverables to World Vision International in Azerbaijan is January 30, 2014.

Qualifications or specialized knowledge/experience required:

• Advanced university degree and/or academic background in  social areas (for individuals)
• Minimum 3-5 years’ work experience in conducting baseline of projects
• Proven very good knowledge on disability issues, local legislation on disability in CIS countries (preferably in Azerbaijan);
• Ability to work with vulnerable children and families
• Previous experience in conducting baseline of World Vision implemented projects would be an asset;
• Proven very good communication skills with government, non-government organizations and community members;
• High analytical and conceptual skills and ability;
• Fluency in English and Azerbaijani (written and spoken);
• Good knowledge of computer applications;
• Ability to work within the international and multicultural environment.
