Job responsibilities:
- Define the procurement strategy and policy: Communicating with the company’s management in order to harmonize with the strategic objectives, monitoring the company's economic situation, and gathering information about the needs of various departments;
- Manage the procurement department: Optimising its organization, recruiting new talent, motivating and training his/her team;
- Participate in negotiations: Assisting the team on complex or strategic cases, complying with framework agreements;
- Manage procurement projects: Implementing the necessary processes and tools;
- Monitor suppliers and procurement performance, defining key performance indicators, monitoring all costs and the procurement budget, regularly compiling reports;
- Carry out the complete contract cycle, including the issuance of tenders, making bidders list, commercial evaluation, drafting contract, and contract issuance;
- Confirm acceptability of the suppliers’ invoices;
- Evaluate spending operations while seeking ways to improve and enhance the quality of products purchased and the timeliness of deliveries;
- Ensure timely delivery of all orders;
- Handle urgent customer requests immediately;
- Maintain relationships with suppliers while continually scouting for additional vendors;
- Communicate with facility managers regularly regarding the efficient flow of goods and services affecting production;
- Conduct cost analyses and set benchmarks for improvement;
- Develop risk management procedures to mitigate losses in the event of product shortages;
- Supervise a purchasing team and delegate tasks across departments when necessary;
- Initiate the projects of enhancing the purchasing processes in the backoffice system according to the business demands.
Position Requirements:
- Bachelor’s degree in Business Administration, Engineering, Economics, or related fields;
- 5 plus years of experience in the related area;
- Negotiation and sales techniques;
- Procurement management tools and solutions on the market (eprocurement, e-sourcing, etc.);
- The company environment (industry sector, different roles, economic and organizational constraints, products and services required for production and for smooth operation, etc.);
- Essential legal knowledge (commercial law, customs regulations, freight transport, etc.);
- Project management and call for tender procedures;
- Working well as part of a bigger team, but also being able to deliver and work independently;
- Fluency in Azerbaijani, Russian, and English;
- Advanced skills in Microsoft Office: Word, Excel, PowerPoint, Outlook;
- Highly skilled in data reporting.
