Background  

Please note that this is an extra-budgetary funded post and initial appointment will be until 31 December, 2013 with possible extension upon receipt of funds.

Under the direct supervision of Head of the Rule of Law Unit and in co-ordination with the Trial Monitoring Team, the incumbent will support the implementation of the Office’s extra-budgetary project 2013 – 2015 Justice Sector Development Programme in monitoring court proceedings at criminal, civil and economic-administrative jurisdictions in the Baku capital area and in the regions across the country.

Tasks and Responsibilities  

Under the direct supervision of Head of the Rule of Law Unit the incumbent performs the following tasks and functions:


1. Analyzes trial observers' daily factual reports from court hearings, including judgments, indictments, pleadings and other trial monitoring related documents;

2. Drafts interim trial monitoring reports for discussion with the authorities and other stakeholders  at the Trial Monitoring Working Group;

3. Drafts weekly trial monitoring action plans and liaises with trial observers and other stakeholders, as required;

4. Attends court hearings for trial monitoring purposes, as required;

5. Conducts  legal research on domestic legislation and international standards as well as national and international court practice in relation to the implementation of the Trial Monitoring Program;

6. Maintains a comprehensive database of observed court hearings;

7. Translates and interprets from/into Azerbaijani/ Russian/ English;

8. Performs other duties as required by the supervisor(s) and Head of Office

Necessary Qualifications  

Education

• Completed secondary education supplemented by legal studies;

Experience

• At least four years of work experience performing legal duties, preferably in trial- monitoring, with in-depth knowledge of the national legal framework and functioning of the justice system in Azerbaijan as well as of International Human Rights Law, Instruments and Standards;

• Computer literate with practical experience in Microsoft applications;

Languages

• Excellent written and oral communication skills in English, Azerbaijani and Russian languages.

• Ability to work with people of different nationalities, religions and cultural backgrounds;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package  

Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund.

Gross salary per month is 1 154,92 EUR.
