Brief description:

The purpose of this consultancy is to assist the OSCE Project Co-ordinator in Baku in organizing the screening of three foreign films that address issues related to tolerance and non-discrimination. Screenings of films is planned to take place in the period from September to November 2015 in the Heydar Aliyev Centre in Baku and will include discussions with authors of the movies. The Film Screening Organizer will be dealing with all organizational, outreach and logistical matters related to film screening. The contract will tentatively start on 1 July 2015 and will end on 30 November 2015, encompassing 5 months of full-time engagement.

Background:

The OSCE Project Co-ordinator in Baku (PCiB) currently is implementing the project Strengthening Traditions of Tolerance and Non-Discrimination in Azerbaijan. The overall aim of the project is to promote and enhance traditions of tolerance in Azerbaijan through screening of films that seek to raise the awareness of youth about anti-Semitism, Islamophobia and other forms of discrimination.

The PCiB requires the services of a qualified expert experienced with proven record in organizing film screenings. The Film Screening Organizer will lead the process of identifying three foreign films portraying phenomena such as anti-Semitism, Islamophobia and other forms of discrimination. The preparatory work for screening the movies will commence in July 2015, while the actual screening of three movies will be done in the period from September to December 2015. Each film screening will be preceded by advance screenings for selected audiences. Screenings of movies is planned to take place in Heydar Aliyev Centre in Baku and will include discussions with at least one film representative (directors/producers/screenwriters or cast).

The Film Screening Organizer will be dealing with all organizational, outreach and logistical matters related to film screening. The Film Screening Organizer will implement the tasks outlined below in close consultation with the Human Dimension Unit of the OSCE Project Co-ordinator in Baku and relevant Azerbaijani state institutions (including but not limited to Cinematography Department of the Ministry of Culture and Tourism, the Heydar Aliyev Centre in Baku and educational institutions).

Tasks and responsibilities:

Under the supervision of the Head of the Human Dimension Unit of the PCiB, the Film Screening Organizer will undertake the following activities:
• Prepare a film screening plan based on consultations with PCiB, relevant Azerbaijani institutions (including but not limited to Cinematography Department of the Ministry of Culture and Tourism, the Heydar Aliyev Centre in Baku and educational institutions). The plan should include clear deadlines and priorities’ checklist for organizing film screenings;
• Conduct market research about services related to film screening (outreach, translation, subtitling/dubbing, event organizing etc.). In addition, research and contact various organizations/companies through which sponsorship can we secured for film screenings;
• After consultation with relevant stakeholders, identify three films about Anti-Semitism, Islamophobia and other forms of discrimination and agree on the dates for their screenings;
• Contact and confirm participation of at least one film representative (directors/producers/screenwriters or cast) during film screenings;
• Lead the overall event preparation, management, outreach and logistical organization of three film screenings;
• Assist in negotiating bulk entry fees or fee waivers in order to maximize the quality of films that will be screened in line with the OSCE rules and regulations and within the set budget;
• Organize the screening of three films including advance screenings for selected audiences;
• Develop the written content and oversee the graphic design of the input for posters and website content related to film screenings;
• Raise public awareness and organize outreach activities to promote the film screenings by contacting Universities, high schools and various organizations;
• Recruit and manage a team of volunteers from Baku-based universities to assist before, during and after the film screenings;
• Provide input to financial and narrative reports for implementation of the film screenings.
• Perform other relevant tasks as assigned by the PCiB.

Expected Output/Deliverable:

• Film screening plan;
• Market research report about services related to film screening (outreach, subtitling/dubbing, event organizing etc.);
• List of suggested films about Anti-Semitism, Islamophobia and other forms of discrimination and the suggested dates for their screening;
• Correspondence with film representatives (directors/producers/screenwriters or cast);
• Screening of three films including advance screenings for selected audiences;
• Written content and graphic design of the input for posters and website content related to film screenings;
• Reports from outreach activities to promote the film screenings by contacting Universities, high schools and various organizations;
• List of names and contact details of a team of volunteers from Baku-based universities to assist before, during and after the film screenings;
• Input to financial and narrative reports for implementation of the film screenings.

Tentative timeframe of engagement:

The contract is tentatively scheduled to start on 1 July 2015 and to end on 30 November 2015, and the consultant will be expected to perform his/her duties during five months of fulltime engagement. More concretely, the suggested timeframe includes:
• Preparation of the film screening plan which includes desk review and consultations with PCiB, relevant Azerbaijani institutions (1-20 July 2015);
• Preparation of the market research report about services related to film screening including outreach, subtitling/dubbing, event organizing etc. (1-20 July 2015);
• Identification of a list of suggested films about Anti-Semitism, Islamophobia and other forms of discrimination and agreement with relevant stakeholders on the suggested dates for their screening (1 July – 15 August 2015);
• Contact with and confirmation of participation of at least one film representative (directors/producers/screenwriters or cast) during film screenings (1 July – 31 August 2015);
• Preparation of written content and input for graphic design for posters and website content related to film screenings (15 August – 15 September 2015);
• Organization of outreach activities to promote the film screenings by contacting Universities, high schools and various organizations (September – November 2015);
• Establishment of a team of volunteers from Baku-based universities to assist before, during and after the film screenings (September – November 2015);
• Organization of the screening of three films including advance screenings for selected audiences (September – November 2015);
• Provision of input to financial and narrative reports for implementation of the film screenings (30 November 2015).

Necessary Qualifications:

The Film Screening Organizer should possess the following minimum qualifications:
• University Degree in the relevant field (Master’s degree would be an asset);
• A minimum of four years of relevant professional experience in similar duties in event management companies and film festivals;
• Prior practical experience in planning and organizing film screenings;
• Demonstrated knowledge of the market and services related to film screening, including outreach, subtitling/dubbing, catering etc. in Azerbaijan;
• Computer literate with practical experience in Windows and Microsoft applications;
• Excellent written and oral communication skills in English and in Azerbaijani, including excellent communication and drafting skills; knowledge of Russian would be an asset;
• Ability to work with people of different nationalities, religions and cultural backgrounds.

Remuneration Package:

The consultant will be remunerated commensurate with his/her experience and qualifications in accordance with OSCE established consultancy rates. All payments for the services will be processed in AZN.
