Brief description:

OSCE Project Co-ordinator in Baku (PCiB) requires the services of a qualified expert experienced in organising capacity-building training for professionals working in state institutions. The expert should have sufficient knowledge of the international human rights standards with a specific focus on the national legislation and policy regarding the combatting and prevention of domestic violence. The purpose of this consultancy is providing support to the Human Dimension Unit in delivery of trainings under project Support the effective implementation of the Law on the Prevention of Domestic Violence (DV) in Azerbaijan. The Training Co-ordinator will be dealing with all logistical and organizational matters of the project-related training programmes and will produce evaluation reports following the completion of each training. 

Background:

The OSCE Project Co-ordinator Office in Baku (PCiB) currently is implementing the project Support the effective implementation of the Law on the Prevention of Domestic Violence (DV) in Azerbaijan. The overall aim of the project is to raise capacities of relevant stakeholders (including the Government and civil society) to better implement the DV law. In addition, the project aims to provide technical input to state institutions on harmonizing the DV law with international standards in this field.

As part of the project, the PCiB will assist the national stakeholders, the State Committee for Family, Women and Children’s Affairs (the State Committee) being the main beneficiary, in increasing the pool of qualified experts involved in the implementation of the DV Law. For this purpose, the PCiB will organise a “Training of Trainers” (ToT) for staff of the State Committee, as well as staff of the Family Support Centres of the regions of Azerbaijan and a number of independent national experts on DV. The ToT is planned to take place between 29 June and 6 July 2015.
Following the ToT, the PCiB together with the State Committee and independent experts who will have successfully complete the ToT, will organise from seven to eight roll-out trainings for representatives of the regional executive powers, police authorities, judiciary and state social services and other relevant national institutions. The roll-out trainings are planned to take place at various locations in Baku and the regions of Azerbaijan in the period from July to November 2015.
In addition, the PCiB, in co-operation with the Azerbaijani Press Council, will organise two three-day trainings for 20 journalists of Azerbaijani media outlets (40 journalists in total) on considerations related to reporting about domestic and gender-based violence. One training will take place in Baku and the other in one of the regions of Azerbaijan. The trainings are planned for the period from June to October 2015.
  
Tasks and Responsibilities  
  
Under the supervision of the Head of the Human Dimension Unit of the PCiB, the Expert will undertake the following activities:
• Based on input from HDU and training trainers, develop a training implementation plan;
• Lead the preparations and delivery of all training related logistical and organisational tasks for at least 10 training events;
• Co-ordinate all administrative, financial and budgetary details with the Human Dimension Unit and the Fund Administration Unit;
• Regularly report and provide full financial and narrative reporting about on-going processes and proactively point out possible obstacles;
• Provide input to project reports and project documentation through collection of relevant data and information and draft routine correspondence;
• Prepare training evaluation by organizing data, information, records, documents and control plans for the monitoring of the project implementation;
• Participate in meetings, briefings and debriefings related to trainings;
• Facilitate communication of trainers with participants, maintain regular contacts and act as a liaison point on training activities;
• Travel outside Baku to manage the trainings organized in the regions;
• Perform other duties as requested by the supervisor.

Expected Output/Deliverable:

• Training implementation plan;
• Input to the agenda and the trainings;
• Input to the training materials;
• Monitoring and evaluation methodology for the trainings;
• Training evaluation reports;
• Logistical and programmatic support to the trainings;
• Financial and narrative reports from trainings.

Tentative timeframe of engagement:

The contract is tentatively scheduled to start on 15 June 2015 and to end on 15 November 2015, and the consultant will be expected to perform his/her duties during full four months. More concretely, the suggested timeframe includes:

• Preparation of the training implementation plan which includes desk review of project related materials, preparation of training monitoring and evaluation methodology (beginning from 15 June 2015)
• Preparation, conduct and evaluation of training for trainers within the DV project in Baku (29 June – 6 July 2015)
• Preparation, conduct and evaluation of roll-out trainings on DV in the regions (July-November 2015)
• Preparation, conduct and evaluation of training for journalists within the DV project (June-October 2015)
• Final reporting on the trainings delivered within the project (tentative date of submission: 13 November 2015.

Necessary Qualifications
  
The Training Co-ordinator should possess the following minimum qualifications:
• University Degree in the relevant field (Master’s degree would be an asset);
• A minimum of two years of professional experience in similar duties in governmental, non-governmental, or international organizations;
• Practical experience in project planning, implementation, monitoring and evaluation procedures;
• Demonstrated knowledge of national legislation and policy related to the combatting and prevention of domestic violence;
• Computer literate with practical experience in Windows and Microsoft applications;
• Excellent written and oral communication skills in English and in Azerbaijani, including excellent communication and drafting skills; knowledge of Russian or Turkish would be an asset;
• Ability to work with people of different nationalities, religions and cultural backgrounds.

Remuneration Package
  
The consultant will be remunerated commensurate with his/her experience and qualifications in accordance with OSCE established consultancy rates. All payments for the services will be processed in AZN.
