QA/QC Manager


The job envisages that an employee meets the following qualification requirements:

Education:

• Graduate with BSc in an Engineering Science preferred;
• 2  years minimum Oil & Gas Industry Safety and Quality Management experience;
• Proficient knowledge in ISO 9001:2000 system requirements;
• Quality Auditor certification in accordance with internationally recognized accreditation organization (e.g. IRCA).

The  work experience under the speciality shall be 10 years.

2. Employee’s Responsibilities

The job responsibilities QA/QC Manager are identified on the basis and in the scope of the qualification requirements QA/QC Manager and may be amended and identified according to the Job Description as required.

Job Description:

• To devise and implement a Quality Management System that assures SEIC policies, objectives, targets and standards are met. Liase with Corporate QA and others for advice, information and guidance;
• To develop annual QA plans necessary for compliance with SEIC requirements;
• To develop QA audits/review plan, conduct, monitor/report on execution and follow-up or resulting recommendations;
• To develop Inspection and Test Plans (ITPs) as required;
• To develop  QC check sheets as required;
• To review Contractor QC check sheets for compliance;
• To review Contractor ITPs for compliance;
• To develop Technical Integrity Verification Plans and monitor implementation of plans, where appropriate;
• Participate in audits and reviews as indicated in the plans;
• Technical line responsibility for management of the 3rd Party Inspection Contract for compliance with Russian statutory and SEIC requirements;
• To provide QA advice and input in detail design and installation engineering;
• To provide assistance to achieve full HSE and QA compliance with Russian legislation within the deadlines governed by the project execution schedules.  Maintains close liaison with the Approvals Group to ensure all aspects of Russian Federation requirements are addressed in a timely manner;
• To provide specialist support in the area of QA management evaluation in pre-qualification of Contractors and Bid Evaluations, and QA management system requirements in Tenders and Contracts;
• To provide all technical and QA documentation to obtain relevant Russian approvals for all engineering and operations of the project including providing QA inputs to the various Basis of Design (BoD), Project Specification (PS) and Project Execution Plan (PEP);
• To raise QA awareness and ensure QA considerations are addressed in detail design and all subsequent project execution activities;
• Ensures that QA document management system is in place to efficiently document commissioning and start-up of systems for ‘Handover’ to Operations;
• Review Contractors’ Execution Plans and QA plans;
• Proactively manage the project Action Tracking and Corrective Action Request systems;
• Provide active support and QA advice to SEIC Teams, including site visits to monitor & audit SEIC team and Contractors QA performance;
• To manage SEIC QC Team and support as required;
• Review training requirements within team.

• fundamentals of labour legislation;
• HSES (labour safety rules and norms);
• spoken and written English.
