Project Services Manager

The job envisages that an employee meets the following qualification requirements:

Education:

higher education in a technical field

The minimal previous work experience under the speciality shall beт 10 years in engineering and project management with the oil and gas industry.

2. Employee’s Responsibilities

The Project Services Manager is responsible for the implementation of the project management systems and controls that are required to support the effective execution of Offshore/Onshore projects. This covers development and maintenance of Offshore/Onshore integrated schedules. Be the single provider of cost, budget, milestone and progress data to parties outside the Engineering Department, Project Change Control, Contract Management, Manpower Planning, controls including recruitment and staff management for direct staff.

The Project Services Manager job responsibilities are identified on the basis and in the scope of the qualification requirements and may be amended and identified according to the Job Description as required.

Job Description:

2.1. To assist and deputize for the Project Engineering Manager.
2.2. To supervise all cost engineering activities coordinating through the Lead Cost Engineer and individual cost engineers as necessary. This involves being aware of all issues effecting Onshore/Offshore projects.
• Budget Preparation and forecasting
• Cost control / Tender Board input / Funding analysis
• Annual Work Programme and Budget preparation
• Coordinating input on Russian Party and SEIC audits
• Cost analysis of Offshore/Onshore Projects.
• Implementation of the project management systems and controls that are required to support the effective execution of Offshore/Onshore projects.

2.3. To supervise all Engineering/Procurement/Construction planning activities, coordinating through the Lead Planning Engineer, (and individual planning engineers as necessary). This involves being aware of all issues effecting Onshore/Offshore projects, also includes:
• Manpower planning and control

2.4. To be the Engineering Department focal point for all HR related activities. This will include: Recruitment, Job Evaluations, Manpower Plans, Job Descriptions, Promotions, Succession Planning, Cost Estimating Planning, (CEP) Goals & Performance Appraisels, (GPA) Individual Development Plans, (IDP) Competance Based Development, (CBD), Learning & Development, (LND), Coaching, Mentoring, Summer Students, Special Recognition Awards, (SRA), Project Engineering Discipline Engineering Plan.
• Manage staff performance and development through SEIC Goals and Performance Appraisal (GPA), Individual Development Plan (IDP) and progression process.

2.5. To supervise the Department Travel function. This function deals with vessel and train passes plus Russian visa’s, plus other ad hoc requests for moving people from place to place.
2.6. To serve as Contract Holder for various Vendor/Construction/Project Service contracts. This function also includes originating and presenting Tender Board notes to SEIC senior management. 
2.7. To be the focal point for originating monthly presentations to the Production Director/Project Manager/Asset Managers, (separate presentations). This will also involve presenting the material to the Project Manager and individual Asset Managers.
2.8. Attend a wide variety of meetings to represent the Cost/Planning/HR functions.
2.9. Supervise the department estimating function. This covers Engineering/Procurement/Construction estimating.

3. Professional skills and competencies:

Shall have knowledge of:

- A strong Cost Engineering/Finance background.
- This position demands strong inter-personal, report writing and technical skills due to the many interfaces.
- To have worked on construction sites as a Project Services Manager / Cost Engineer / Planning Engineer The main point here is to have solid site construction experience for a minimum of 5 years. This site experience is seen as mandatory in the overall requirement of 10 years of overall experience in the discipline.
- To have a strong background in project Engineering/Procurement/Construction planning. This would involve working experience with planning software, i.e. MS Project / preferably Primavera. The project uses P6 for its planning applications.
- Be conversant with the usual MS Office software, i.e. Word, Excel etc.
- A good working knowledge of Russian labour law, (to support being contract holder of the Department Project Services contract plus everyday supervision of department workers).
- This job position is presently the SEIC Technical Authority for Project Services, (TA2).
