Lead Project Engineer


The job envisages that an employee meets the following qualification requirements:

Education:

Higher professional education in technical professional Engineering.
 

The  work experience under the speciality shall be 15 years

Employee’s Responsibilities

The job responsibilities Lead  Project Engineer are identified on the basis and in the scope of the qualification requirements Lead Project Engineer and may be amended and identified according to the Job Description as required.


Job Description:

• Manage interface with Shareholders, Contractors, Russian Party and Company stakeholder departments;
• Execution of single and multi discipline engineering studies and projects;
• Management and review of work carried out by external engineering consultants;
• Systems engineering responsibility. Co-ordinate interfaces amongst major contractors and across project functions;
• Manage follow-on engineering support for onshore and offshore;
• Maintain up-to-date knowledge of current project management and business processes;
• Ensure project procedures are being complied with;
• Lead and coordinate construction and commissioning techniques;
• Manage project information and quality to ensure Integrity requirements are implemented, maintained and supported throughout the projects lifecycle;
• Manage plans and budgets in accordance with Company requirement;
• Maintain progress measurement and control for the Projects, which are assigned;
• Manage latest cost estimate updates and Work Programme & Budget (WP&B) inputs in consultation with the project team.

3.  Professional Skills and Competences

• good understanding of detailed Engineering & Procurement process;
• understanding of Fabrication methods and processes with emphasis on the required interfaces with design and procurement;
• thorough understanding and application of Company Engineering Management System;
• thorough understanding and application of Offshore and Onshore Oil & Gas facilities and applicable standards (Russian and International);
• professional engineer in at least one engineering discipline applicable to Offshore and Onshore Oil & Gas facilities;
• methods for research and design;
• machine engineering, chemical production, production technology, in particular:
 production system optimisation;
 onshore facilities operation;
• Have a sound familiarity of construction and commissioning techniques.
• be suitably qualified and experienced to ensure that the Integrity requirements are: managed, implemented, maintained and supported throughout the assets lifecycle.
• standards, specifications and other guiding materials for development and execution of technical documentation;
• requirements to labour organisation at the design stage;
• economics and its development prospects, labour and production organisation;
• fundamentals of labour legislation;
• fundamentals of environmental legislation;
• HSES (labour safety rules and norms);
• spoken and written English.

4. Employee’s Rights

The following rights are granted to an employee to fulfil the appropriate job responsibilities of Lead Project Engineer:

• Take decisions within his/her sphere of competence;
• Interact with all employees of the Company’s affiliate branch on the issues within his/her sphere of competence to supply the management with the necessary information;
• Present proposals within his sphere of activity for the consideration of the Line Manager.

5. Employee’s Liability

Lead Project Engineer shall be liable for:

• failure to fulfil his/her job responsibilities;
• Inaccurate information on the progress of execution of the assigned tasks and assignments, failure to meet deadlines;
• failure to execute orders and instructions of the top management, tasks and assignments of the Line Manager;
• Violation of Internal Working Rules, fire and labour safety rules established by the Company. This shall also include (but is not limited to) any violation of the
