National Project Officer 
Grade: NP 1
Type of Appointment: Fixed term
Organizational Unit: OSCE Office in Baku
Date for Entry on Duty: 1 May 2013 

Under the direct supervision of the Head of the Democratisation Unit and the overall supervision of the Head/Deputy Head of Office, the incumbent provides technical and logistic support for the implementation of project related activities in the areas of elections and political parties. This includes the organisation of capacity building activities, including seminars and meetings, as well as representing the Office at other national and international events. The incumbent develops, implements and assesses projects and related activities in all regions across the country, co-operating with all programmatic units on cross cutting issues, as required.

Tasks and Responsibilities  
    
1.  Project management. The incumbent develops, implements, monitors and evaluates projects related to elections and political parties, including the design and preparation of capacity-building and public awareness raising events for the benefit of Government officials, political party members, civil society and other relevant stakeholders. He/she maintains regular contacts with implementing partners, political party members and civil society, performing other activities related to projects’ identification, development and strategic planning, including but not limited to individual meetings, round tables, conferences, co-ordination meetings and ad hoc interviews.

2. Establishing and maintaining working relationships with local and central government authorities, civil society actors and other national and international interlocutors. The incumbent conducts meetings with relevant counterparts in connection with the Office’s support to election and  political parties related activities, including technical co-ordination meetings. He/she pre-drafts related internal briefing notes and reports.

3.  Performance of other duties, as required by the Head of the Democratisation Unit or the Head/Deputy Head of Office.

Necessary Qualifications  
  
• University-level degree in political and/or social sciences, law.
• Minimum two years professional work experience in democratization, either nationally or internationally, with special focus on elections, political parties, civil society, collaboration with government(s), and/or the implementation and/or evaluation of action plans.
• Excellent written and communication language skills in English and local official language; knowledge of Russian will be an asset.
• Computer literate with practical experience in Microsoft applications.
• Ability to work with people of different nationalities, religions and cultural backgrounds.
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
• Holding a valid driving license.
