In March 2015 the State Oil Company of Azerbaijan Republic (SOCAR) and KBR announced an agreement to establish a new engineering and support services company in Azerbaijan.  The legal entity name of the new company is SOCAR-KBR LLC and provides design, engineering, technical, procurement, construction supervision and project management services for projects across the upstream, midstream and downstream oil and gas sectors, in the Azerbaijan – Georgia – Turkey (AGT) region.  The key objective of this strong partnership is to create a world class Azerbaijan-based EPCm services company that will utilize the strength of both organizations and deliver top quality results by utilizing, developing and promoting Azerbaijani national content. The company has a long term commitment from both organisations.

HAOR Project

SOCAR HAOR Reconstruction and Modernization: SOCAR’s Heydar Aliyev Oil Refinery (HAOR) will undergo a modernization and revamping with the final aim to increase the refinery capacity for fuels production, achieve improvement of the fuel quality to comply with future regulatory requirements and meeting the increasing domestic demand. SOCAR-KBR will provide PMC (project management contract) services to SOCAR as part of the IPMT (integrated project management team) environment. The main project execution location will be in Baku with international contractors carrying out specific scopes of works on the project around the world. SOCAR-FOSTERWHEELER-AMEC/AMEC-FOSTERWHEELER Consortium is responsible for FEED (front end engineering design) scope of the project. The project has been formally awarded to SOCAR-KBR on 7th of March 2016.

Primary Roles and Responsibilities:

Provide Planning support to the SOCAR HAOR Modernisation and Reconstruction Project

Provide support to the Project Controls Manager by managing the key functional roles of Planning.Managing Project Overall Level 1 and Level 2 schedule, Progress monitoring, Earned Value management, Project Reporting, Forecast analysis and Schedule impact CPM.  

Responsibilities shall include, but not be limited to:

• Maintenance to Project WBS (Work Breakdown Structure) and ensure Contractors complying to WBS procedure
• Developed and maintenance of Project IPMT 90 days schedule
• Develop and maintenance of Overall Project Level 1 and Level 2 Schedule
• Management of float and contingencies to project schedule
• Critical path analysis and timely notification to IPMT of any schedule delays
• Checking and analysis Contractors baseline and updated schedules to ensure compliance with Overall Project schedule and its Key Milestones
• Checking and analysis Contractors forecast due to variations and delays
• Develop of Overall project progress curves and reporting, monitoring of Contractors performance, progress, productivity and KPIs
• Develop and maintenance of Project KPIs (Key Performance Indicators)
• Project monthly and weekly reports, internally and to Owner
• Responsibility for the quality, timeliness and consistency of the planning team outputs
• To foster good relationships between all disciplines within the Project with the purpose of achieving the aims and objectives of the Project in general. 
• Continual development of planning procedures, maintain compliance with all applicable policies, procedures and standards.
• Develop a schedule risk model for schedule risk analysis and ad-hoc plans as required
• To provide training to the IPMT Planning team members in Planning systems and tools
• Act as IPMT Planning auditor and participate in review/auditing of Contractors planning systems and procedures

Qualifications:

• A degree or professional qualification in Project Controls or equivalent engineering

Experience Required:

• Minimum of 15 years working on oil and gas projects 
• Minimum of 10 years in Project Planning on world class, large scale complex oil and gas projects. Minimum of 3 years in a senior Planning position
