Amec Foster Wheeler is a major Engineering and Construction Company involved in Oil and Gas Projects in Azerbaijan is looking for Senior Buyer (National)

The successful candidates should have the following capabilities:

• 5 years purchasing related experience;
• Understanding of procurement processes and commercially aware;
• Understanding of Terms and Conditions of purchase;
• Experience of working in a team environment;
• Demonstrate the ability to work with little or no supervision;
• Systems literate.

The successful candidate will be responsible for carrying out the following activities:

• Develop procurement strategy;
• Compile bid lists (using FPAL / Amec Foster Wheeler / Customer Supplier Database);
• Compile tender documents and issue to the selected Supplier’s;
• Manage bid receipt, opening and distribution;
• Chair bid clarification meetings as appropriate;
• Negotiate price and delivery for the procurement of materials, equipment and major engineering packages, to meet project schedule;
• Compile Commercial Bid Evaluation (CBE);
• Issue Joint Award Recommendation (CBE and TBE) for Amec Foster Wheeler  / Customer approval, including Commercial Review Board (CRB) as required;
• Award purchase orders for the supply of materials, equipment and major engineered packages;
• Record progress on project Procurement Status Report (PSR);
• Organise and chair weekly Project PSR meeting;
• Chair kick-off meeting as appropriate;
• Post order management including liaison with Expediting and Inspection;
• Resolve claims, obtain relevant approval, and issue variations to suppliers, where required;
• Chair progress meetings as appropriate;
• Engage suppliers on performance issues and providing feedback through FPAL;
• Maintain purchase order records;
• Close out purchase order files and archive documents;
• Facilitate communication with allied disciplines and functions;
• Provide support and guidance to junior team members and assist with their development;
• Assist in the preparation of Expediting procedures and plans;
• Promote Health, Safety, Security and Environment within the Supply Chain.
