Background  
  
The incumbent bears responsibility for the planning, provision, administration and management of optimum Information Technology and Communication services to the OSCE Project Co-ordinator in Baku in accordance with OSCE ICT policies, standards and Operating Procedures. ICT services provided include an electronic infrastructure of cabling, network services, electronic messaging services, hardware and software acquisition, installation, upgrade and disposal, ICT Helpdesk support services, information systems development, overall supervision of all Office IT and communications operations; asset management and records management.
  
Tasks and Responsibilities  
  
More specifically, the Senior ICT Assistant carries out the following duties:

1. Administers and maintains ICT hardware and software in the mission (backend and front end) including but not limited to configuration updates, users administration, antivirus, hardware and software maintenance. Acts as ICT focal point in the mission;
2. Acts as local point of contact on ICT incidents and requests; provides initial support and escalates when necessary to the ICT Service Desk in the Secretariat; restores normal ICT service operation as quickly as possible to minimize disruption to the business, thus ensuring that the best achievable levels of availability and service are maintained. This includes incident detection and recording, classification and initial support, follow up and/or developing of standard operating procedures, diagnosis, resolution and recovery;
3. Ensures that standardized methods and procedures are used for efficient and prompt handling of all ICT changes, in order to minimize the adverse impact of any change-related incidents on service quality. This includes logging and filtering changes, dealing with minor changes locally and coordinating with ICT/Secretariat on any major change, building and testing back-out plans etc. The incumbent also assigns users with applicable access privileges to IT systems and creates and maintains user accounts;
4. Implements release of ICT hardware/software using a standard process: purchase HW/SW, fit to purpose test, roll-out planning, communication and training preparation for users, distribution and installation, maintenance and decommissioning; coordinates with ICT Secretariat on any major or significant release;
5. Updates the status of configuration management of ICT component items used in the mission using IRMA asset management database; prepares and maintains up to date basic Network Diagram with appropriate attributes and Software License Library;
6. Develops and follows up an IT Continuity plan for local ICT services including daily/weekly/monthly backup, periodic tests and recovery. Monitors the capacity, availability and service level of local ICT services, and makes sure that they are utilized in most effective and efficient way and in accordance with OSCE policies and procedures;
7. Assists Chief of Fund Administration in preparation of yearly ICT Budget and follows the expenditure, including ICT assets replacement plans;
8. Maintains the bar coding of assets and processes the inventory of mission’s assets; prepares reports to the Secretariat; identifies lost, damaged, outdated or otherwise unserviceable assets and prepares all documentation required for the FMMC; organizes for and documents asset handover;
9. Assists and advises end-users in the mission on using ICT services and applications. This includes providing training manuals, identifying and coordinating ICT training for users and onboarding briefings for new mission members;
10. Assists responsible mission members in records management and follows approved ICT and Document Management Administration instructions and procedures.

Necessary Qualifications  

Education:
• Completed secondary education, supplemented by formal Computer studies;

Experience:
• Minimum six years experience in the installation and maintenance of advanced office automation computer hardware and software and in network administration and maintenance;
• Excellent practical experience of the standard Microsoft software packages, including MS Windows Server 2008, MS Exchange server 2010, AD, SCCM 2012, MS Windows 7 and above, MS Office 2010 and above, HP Server and Backup systems;
• Desirable knowledge of UNIX, network security knowledge and CISCO VOIP telephony;
• Experience in identifying, analysing and resolving hardware and software problems with a demonstrated ability to plan and anticipate system related issues and problems and take preventative actions.

Languages:
• Excellent oral and written communication skills in English and local languages.

• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Ability to work with people of different nationalities, religions and cultural backgrounds.
  
Remuneration Package
  
The gross salary per month for G6, Step 1 is 1,506.67 EUR. Appointments are made at step 1 of the applicable OSCE salary scale. Social benefits will include possibility of participation in the Van Breda medical insurance scheme and the OSCE Provident Fund.
