Key Responsibilities:
- Develop procurement plans for construction materials in alignment with project scope, schedule, budget, and technical requirements.
- Identify, evaluate, and qualify suppliers based on price, quality, reliability, and compliance with company standards.
- Request and analyze quotations, negotiate pricing, terms, and delivery schedules with vendors.
- Ensure compliance with company procurement policies, external audit requirements, safety standards, and legal regulations.
- Investigates potential suppliers to determine if they meet the specified requirements – implement Supplier Pre-qualification procedures
- Benchmark costs and track market trends to drive competitive procurement.
- Prepare and issue purchase orders in accordance with company procedures, ensuring all orders are processed accurately in a timely manner. This includes tracking order status and resolving any issues that arise during the procurement process.
- Coordinating in transportation, customs clearance (if imported) and site handling if required.
- Coordinate with project managers and site teams to align material supply with project timelines.
- Coordinate with Warehouse Coordinator and maintain inventory and stock levels to prevent delays on-site.
- Follow-up the necessary Goods Received Note creation by the Warehouse Coordinator
- Reviews quality problems with engineering personnel and directs action required to correct defects.
- Coordinate and follow-up payments with the finance team for the materials delivered.
- Prepare reports on procurement status, supplier performance, and cost analysis.
- Monitor supplier performance and manage contractual issues, variations, and claims.
- Assessing Risks associated with Suppliers and implementing strategies to mitigate those risks.
- Maintains required administrative files and records pertaining procurement.
- Analyzes and resolves any of a wide variety of problems encountered through coordination with supplier/design team/customs/transportation/site team and finance/accounting.
- Ensures the accurate completion of all procurement requests to include the proper documentation of materials and cost expenditures.
Requirements:
- A bachelor’s degree or higher (degree in Supply Chain, Civil Engineering, Construction Management preferred).
- Professional Certifications are an advantage
- Minimum 7 years of experience in construction material procurement.
- Strong knowledge of construction materials, suppliers, and market rates.
- Familiarity with local, Turkey and other international supplier markets
- Strong Commercial acumen and negotiation capabilities
- Analytical approach to bid evaluation and benchmarking
- Excellent communication skills.
- Knowledge of Azerbaijani and English languages. Turkish and Russian will be an added advantage.
- Proficiency in MS Office and procurement or ERP software like Coins etc.
- Understanding of contract terminology, competitive bids, purchase orders, and vendor relationship management
- Ability to work under tight deadlines, fast-paced environment and manage multiple procurements simultaneously.
