Background  
  
The purpose of this consultancy is to support authorities in Republic of Azerbaijan include teachings on Holocaust in official school curriculum through the review of curriculum and educational programmes, integration of best practices, concepts and values on teaching about Holocaust into school curriculum

The OSCE Project Co-ordinator in Baku (PCiB) is supporting national authorities of Republic of Azerbaijan in promotion of tolerance should inter-alia take place through education. The PCiB’s consultations with the Azerbaijani Ministry of Education in this regard demonstrate that they are prepared to consider integrating best OSCE practices on teaching religious tolerance and, more specifically, Holocaust, in school curricula.
Anti-Semitism and teaching on Holocaust have been a main issue on the OSCE's agenda, starting in Vienna in 2003, with a follow up in Berlin in 2004 and in Cordoba in 2005. According to Decision No. 12/04 and Decision No. 10/05, the OSCE has underscored its commitment to combating anti-Semitism and to promoting education on Holocaust and anti-Semitism in order to ensure a systematic approach in participating States, including curricula related to contemporary forms of anti-Semitism. To fulfil this mandate, ODIHR has undertaken various activities and has developed teaching material on anti-Semitism together with the Anne Frank House in Amsterdam and the Centre for Research on Anti-Semitism of the Technical University in Berlin. The educational material covers the phenomenon of anti-Semitism in its historical dimension, but focuses even more on contemporary forms of anti-Jewish prejudices.
For the purpose of the current assignment, PCiB will hire two International Experts and one national expert to conduct a review of existing school curricula (focus on relevant courses for 9th, 10th and 11th classes) in Azerbaijan to assess if and how Holocaust is presented in school curricula. The international experts are expected to have substantive professional experience in Holocaust studies and knowledge of how to present Holocaust topics in the school curricula. The international experts will prepare the methodology and lead the review process. The international experts will be assisted by a national expert who will serve as a focal point for communication with national authorities and assist in reviewing documents in local language(s). Based on findings of the review process, it is expected to have a list of concrete recommendations that should aid Azerbaijani Ministry of Education improve the school curricula. 
  
Tasks and Responsibilities  
  
Under the supervision of the Project Manager of the OSCE’s Project Co-ordinator in Baku, the National Expert will undertake the following activities:
• Assist the International Experts in reviewing the relevant documents related to school curriculum in Azerbaijan;
• Provide input to the International Experts on the Methodology of the Assignment with relevant questionnaires;
• Arrange meetings and provide translation support for International Experts during meetings with relevant Azerbaijani stakeholders on school curriculum and Holocaust teachings during the first in-country mission in Baku;
• Provide input to the International Experts on the initial version of the assessment report on how, if any, Holocaust topics are presented in national school curricula with concrete recommendations. Distribute the draft report to relevant Azerbaijani stakeholders for their review. Based on the received feedback update the report and provide advice to the International Experts;
• Assist in organization of the study visit for key Azerbaijani officials to an OSCE participating State with a proven track record on addressing Holocaust topics in national school curricula;
• Assist the International Experts in presenting the final draft of the report in a roundtable during the second in-country mission in Baku.

Expected Output/Deliverable:

• Input for Methodology of the Assignment with relevant questionnaires
• Input for presentation of findings of the first in-country mission
• Input to the first draft of the report
• Input to the list of recommendations discussed and agreed with national counterparts during the roundtable
• Input to the final draft of the report

Tentative timeframe of engagement:

The assignment is scheduled to be completed by 31 December 2014 and will encompass 30 working days. More concretely, the suggested timeframe includes:
• Preparatory work including desk review of relevant documents and preparation of the methodology to carry out the assignment: 6 working days
• First in-country mission: 12 working days
• Preparing the first draft of the report: 6 working days
• Roundtable: 1 working days
• Second in-country mission: 3 working days
• Finalising the report: 2 working days
  
Necessary Qualifications  
  
• Advanced degree in pedagogy, social sciences, law, human rights or related field. PhD degree is considered an asset;
• Minimum six years of professional experience in developing educational tools, assessing needs, developing methodologies and delivering training on how to incorporate human rights subjects in school curriculum;
• Some knowledge of international standards and best practices in Holocaust education;
• Proven experience in designing and delivering curriculum to educators in formal education systems;
• Experience of designing and working with traditional and interactive teaching methods;
• Experience in national/international organizations working on educational tools;
• Familiarity with Azerbaijan’s context, particularly the educational sector;
• Excellent knowledge of English and local languages including excellent communication and drafting skills; knowledge of other OSCE working languages would be an asset.
  
Remuneration Package
  
The consultant will be remunerated commensurate with consultant`s experience and qualifications in accordance with OSCE established rates. All payments for the services will be processed in AZN
