Background
Under the direct supervision of the OSCE Project Co-ordinator in Baku/Head of Mission, in close co-operation with the Chief of Fund Administration (CFA) and Programme Managers, and with the support from the Senior Executive Assistant, the incumbent co-ordinates and oversees all aspects of the programmatic activities within the Mission, including overall planning, co-ordination of programme and project implementation, and reporting for the Unified Budget (UB) and extra-budgetary (EXB) activities. The incumbent serves as the Programme Manager for the Office of the Head of Mission programme.
Tasks and Responsibilities
1. Supports the OSCE Project Co-ordinator in Baku in fulfilling the mission’s mandate; co-ordinates with and advises heads of programmatic units/Programme Managers in order to ensure that the mission's mandate and objectives are met; follows national political developments and international events relevant to the mission's mandate; helps identify the needs and priorities of the Government of the Republic of Azerbaijan and develop the mission’s programmes and projects in line with those; contributes to the analysis of developments and trends affecting the mission's activities and mandate and to the elaboration of appropriate responses.
2. Supports the OSCE Project Co-ordinator in Baku in establishing and maintaining the project co-ordination mechanism with the Government of the Republic of Azerbaijan; helps maintain and further develop a regular dialogue and constructive and open relationships with the Government and other stakeholders; facilitates regular co-ordination of programmatic activities with governmental and non-governmental bodies, local authorities, universities, research institutions, civil society, private sector, international community and with other OSCE institutions/departments; as may be authorized by the supervisor, represents the mission in a variety of fora, including public events, meetings with the Government, diplomatic corps and OSCE bodies.
3. Provides guidance on programmatic activities to other mission members to ensure compliance with performance-based, legal and quality requirements; briefs and trains other mission members on all programmatic aspects of programme and project management; undertakes overall co-ordination of Unified Budget (UB) and extra-budgetary (EXB) projects across all three dimensions; ensures that all project documentation requirements, including document filing in Doc-In, are followed by the mission in compliance with OSCE standards; in co-ordination with all Programme Managers and Chief of Fund Administration prepares annual, quarterly and monthly project development and project implementation schedules to ensure adequate planning in UB and EXB project management, monitors adherence to such schedules to ensure that all activities approved in project proposals are on schedule; informs or draws the attention of the supervisor on inconsistencies or problems.
4. Undertakes an overall co-ordination of extra-budgetary activities of the mission; advises on partnership and fund-raising/co-funding opportunities, identifies and helps secure funding alternatives for EXB projects and for co-funding of UB projects; builds and maintains strong relationships with partners and donors.
5. Co-ordinates the process of drafting of the mission’s annual Programme Outline, Unified Budget, Programme Budget Performance Report and other strategic documents; supervises reporting processes and undertakes the preliminary review of all project documentation for external audiences to ensure compliance with the OSCE standards prior to their final review and approval by the Project Co-ordinator; drafts speeches and presentations as requested by the Project Co-ordinator and ensures together with the Assistant Interpreter/Translator their timely translation.
6. Organizes for the project knowledge management in the mission; undertakes an overall co-ordination, planning, implementation and reporting for evaluations; serves as the mission’s focal point on the evaluation process and trains other staff on programme and project monitoring and evaluation; develops and maintains roster of implementing partners.
7. Provides authoritative advice on gender mainstreaming in programme and project management and works actively to integrate gender aspects in the mission’s activities; facilitates gender awareness among the mission’s staff; in co-operation with gender focal points, facilitates the implementation of and reports on promotion of gender equality.
8. Upon the delegation of authority from the Fund Manager, acts as Programme Manager for the Office of Head of Mission programme. Performs Project Handler functions. As may be needed, assists programmatic staff in developing UB and EXB project ideas and project proposals and with project implementation. Backstops the National Press and Public Information Officer.
9. Performs other duties as required by the supervisor.
Necessary Qualifications
Education:
• First-level university degree in international relations, public administration, political studies or project management
• Lack of a university degree in the above areas of expertise may be compensated with additional four years of relevant professional experience
Length and type of practical experience:
• Minimum four years of established relevant professional experience in programme and/or project management, and in performance monitoring and evaluation, with at least two years of such experience working for international organizations;
• Knowledge and understanding of the main priorities within the OSCE´s mandate;
• Established experience in writing strategic planning documents, project proposals and progress reports, demonstrating excellent analytical and drafting skills, using English and Azerbaijani as working languages;
• Experience in liaising with governmental and non-governmental structures at the national level, with a demonstrated ability to maintain impartiality and objectivity and productive relationships with multiple stakeholders;
• Experience in the area of programme/project performance evaluation, including development of quantitative and qualitative performance indicators, organizing for performance monitoring and evaluations, is an asset.
Language(s) proficiency required:
Excellent written and oral communication skills in English and in the local language. Knowledge of Russian is an asset.
Other:
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
Ability to work with people of different nationalities, religions and cultural backgrounds.
Holding a valid driving license
Remuneration Package
Currently, the gross salary per month for NP2, Step 1 is EUR 2,394.83. Appointments are made at step 1 of the applicable OSCE salary scale. Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund.
