Key Responsibilities:

  • Develop and implement HR strategies that support the overall business goals of the cluster.
  • Partner with senior leadership to drive organizational change and enhance workforce effectiveness.
  • Oversee recruitment, talent acquisition, and workforce planning efforts to ensure the cluster attracts and retains top talent.
  • Implement employee development programs, succession planning, and performance management initiatives.
  • Foster a positive workplace culture by promoting open communication and addressing employee concerns.
  • Manage conflict resolution and ensure compliance with labor laws and regulations.
  • Oversee the design and implementation of competitive compensation and benefits programs.
  • Conduct market research to ensure compensation strategies are aligned with industry standards.
  • Develop, implement, and maintain HR policies and procedures that comply with legal requirements and best practices.
  • Ensure all HR practices align with the organization’s values and promote diversity and inclusion.
  • Lead training and development initiatives to enhance employee skills and capabilities.
  • Promote a culture of continuous learning and improvement.

Qualifications:

  • Bachelor’s degree in human resources, Business Administration, or a related field; master’s degree preferred.
  • 5+ years of progressive HR experience, with at least 3 years in a leadership role.
  • Strong knowledge of HR principles, practices, and employment laws.
  • Excellent interpersonal and communication skills.
  • Proven ability to influence and partner with all levels of the organization.
  • Experience in a multi-site or cluster environment is a plus.
  • Strategic thinking and problem-solving abilities.
  • Strong organizational and project management skills.
  • Good written and verbal communications skills in Azerbaijani and English, Russian is a plus;
  • Proficient in HRIS and MS Office Suite.
