General Summary:

The general administrative management of the procurement department

1. Ensuring the maximum competitive prices and terms with regard to the purchased products.
2 . Organization and management of procurement for the entire assortment of the goods presented by the company.
3 . Ensuring the achievement of the margin targets, while maintaining the competitiveness of output prices.
4 . Sets the volume of purchases.
5 . Distributes among the department managers responsibility for certain commodity groups and for additional areas of work.
6. Determines the order and procedure for procurement of food, criteria and standards of the transactions of purchase;
7. Determines and coordinates the procedure of settlement with suppliers.
8. Ensures proper accounting, maintenance and storage of documents in his/her department (databases, contracts, powers of attorney, etc.).
9. Oversees the stock resources by all assortment groups.
10 . Optimizes the procurement policy (frequency of orders, order size, time of order, the minimum balance on the stock), considering the changes in consumer demand, seasonal fluctuations, realization deadlines, the situation in the production of specific food products , as well as other necessary factors.
11. Conducts studying of marketing information , commercial offers and promotional materials in order to identify sustainable demand for new product groups and / or changes in demand for products from the existing assortment of the enterprise.
12. Systematically analyzes statistics by commodity groups and individual commodity items, determines profitable, marginally profitable and unprofitable product groups, and provides correction of the procurement policy based on analysis.
13. Takes decisions on the required changes in the conditions of the company’s work with specific suppliers (regarding the necessary reductions, changes in input prices, terms of payment, delivery, packing, etc).
14. Interacting with the financial services, organizes settlements with suppliers, monitors the status of company's debt arisen in connection with the procurement of goods.
15. Prepares reporting forms and budget set for the department.
16. Oversees the correctness of information in the financial statements and budget, confirms (endorses) their accuracy, traces the administration of budget.
17. Monitors and provides preparation of contracts concluding with manufacturers and suppliers, coordination of the terms and timing of deliveries, explores the possibility and expediency of cooperation with other enterprises and organizations to obtain more favorable terms of purchase.
18. Oversees the provision of the most profitable and favorable for the company terms of payment.
19. Considers and approves proposals given by the department managers on the purchase of commodity items assigned to them, based on the economic interests of the company.
20. Carries out elaboration of the weekly schedule of payments to the company’s suppliers alongside with financial services, in conjunction with them keeps records of the company’s expenditures for the purchase of food products, and regulates the expenses within the allotted limit (procurement budget).
21. Regularly prepares alternative variants of less costly and more profitable purchases.
22. Organizes work with claims from manufacturers and suppliers, in case they breach the contractual obligations, oversees the settlement of these claims, and coordinates changing terms of contracts concluded with them.
23. Ensures timely execution of the disposals, orders, instructions, etc., issued within the company by all employees of the department without any exception, and provides observance of the mode of commercial secrets confidentiality by the department staff.

Education and Experience Required:

Work experience in the procurement of food products for retail enterprises, experience in people management, knowledge of business opportunities in the market, vendors, food retail in the city, etc. Ability to form commercial, assortment, pricing policy, etc.
