Background  
  
The Azerbaijani Government established the new State Agency for Public Services and Social Innovation (SAPSSI) in July 2012, whose status was endorsed by a Presidential Decree signed on 5 September 2012. The Agency is responsible for providing services to the citizens following the one-stop shop concept, monitoring the implementation of e-services and proposing ways forward for their improvement.
Beside the mandate on e-governance, SAPSSI is setting up a network of Asan (“Easy”) Service Centres. Asan Service Centres aim at gathering representatives from State agencies offering services to citizens, having therefore the potential to contribute to good governance. A pilot Asan Service Centre opened in Baku on 15 January 2012. SAPSSI plans to open three more Centres in Baku and ten Centres in the regions across the country.
  
Tasks and Responsibilities  
  
The key outputs of the training course are as follows:

1. Present ISO 9001:2008 requirements within the context of an audit;
2. Provide an overview of the purpose and content of the ISO 9000 series;
3. Teach the main principles of quality management;
4. Clarify the role of internal auditors in planning and conducting an ISO 19011 QMS audit; and
5. Prepare the attendees for compliance with requirements to act as lead auditors and, at a later stage, participate to a certificated Quality Management Systems Auditor/Lead Auditor Training Course.
  
Necessary Qualifications  
  
- At least 5 years’ experience in Quality Management and Auditing;
- Certification as Lead Auditor on ISO9001 standards authorizing to conduct ISO certification audits;
- Capacity to conduct ISO 9001 Lead Auditor course;
- Experience in working in the provision of public services preferred;
- Excellent communication skills;
- Knowledge of English language and advantage but not required;
- Flexibility and ability to work to deadlines.
  
Remuneration Package  
  
The consultant will be remunerated commensurate with consultant`s experience and qualifications in accordance with OSCE established rates.
All payments for the services will be processed in AZN according to the OSCE exchange rate
