CHIEF OF PARTY – AZERBAIJAN TRADE LINKAGES AND AGRIBUSINESS STRENGTHENING (ATLAS) - AZERBAIJAN

Tetra Tech ARD, headquartered in Burlington, Vermont (http:www.tetratechintdev.com) is currently accepting expressions of interest from qualified candidates for the Chief of Party position on the USAID funded Azerbaijan Trade Linkages and Agribusiness Strengthening (ATLAS) Program. The Project will support the diversification of the economy through initiatives that assist small and medium sized agribusinesses and farmers to grow, and to improve the trade regulatory environment by assisting the Government of Azerbaijan to reduce the barriers to competition and trade.

Responsibilities:

* Provide technical leadership in one or more of the following program areas: agricultural productivity and production, agribusiness and value chain development, trade policy, improved agricultural enabling environment, agricultural finance, access to regional and international markets, and WTO accession;
* Assume responsibility for overall contract management ensuring quality control and timeliness of all deliverables;
* Serve as principal liaison to USAID and other donor staff, collaborating local partners and a wide range of other stakeholders to exchange information and develop professional relationships;
* Ensure effective financial management of project funds including budget development and efficient utilization of program staff and resources in compliance with USAID and Tetra Tech rules and regulations;
* Ensure timely completion of technical activities and the timely completion of contractual technical reports and deliverables (Quarterly and Annual Reports, Annual Work Plans, Performance Monitoring Plan, etc.).
 

Qualifications:

* Graduate degree in a relevant field;
* Previous experience in at least two of the above mentioned technical areas and in-depth knowledge of high value agricultural production and marketing in Azerbaijan and/or the region;
* Minimum of 15 years of relevant and progressively responsible work experience;
* At least eight years of project management experience including previous experience as COP on USAID or other donor projects;
* Fluency in English is required. Fluency in Azeri and Russian highly preferred.
