Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Inclusive Finance Specialist position on an anticipated USAID-funded program in Azerbaijan. The goal of this Activity is to utilize a partnership and co-investment approach to support a more resilient Azerbaijan economy, beyond the oil sector, by improving the competitiveness of the private sector with a special focus on agriculture and reducing the administrative barriers that hinder the development of micro, small, and medium enterprises in Azerbaijan.

The objectives of this Activity are:

1. Develop a more diversified non-oil economy through initiatives that assist small and medium-sized agribusinesses and farmers to grow;
2. Improve the business environment for micro, small and medium businesses; and
3. Support Azerbaijan’s economic reforms.

Position Description:

The Inclusive Finance Specialist will design and lead implementation of program activities that support access to finance for small and medium enterprises (SMEs) in the agriculture sector in Azerbaijan. He/she will focus on mobilizing finance and financial services for SMEs and entrepreneurs including women and youth engaged in agribusiness. He/she will work with SMEs to develop bankable business plans and increase capacity to secure loans, and with the financial institutions to develop or promote short and long-term finance/lending products tailored to the needs of SMEs.

Responsibilities:

* Conduct surveys, research, and policy reviews to identify strategic entry points for inclusive financing, stakeholder collaboration, and policy adjustments that support increased access to finance for small and medium agribusinesses and entrepreneurs;
* Develop a strategy and roadmap to increase the accessibility of financing for women entrepreneurs and business owners, with a special focus on the agriculture sector;
* Provide technical assistance to SMEs, producer groups or farming networks, financial institutions, and government entities to identify and implement gender-inclusive financing strategies/tools.

Qualifications:

* Bachelor’s degree in business, economics, finance, international development, or related field; master’s degree preferred;
* Minimum of seven (7) years of relevant experience in the agriculture and/or financial sector with a focus on access to finance;
* Demonstrated expertise in improving access to finance for small and medium enterprises and/or agribusinesses in Azerbaijan; knowledge of relevant financial products institutions;
* Excellent knowledge of financial inclusion strategies and policies, particularly related to the inclusion of women entrepreneurs and business owners in the Azerbaijan context;
* Ability to engage effectively with multiple stakeholders in the agricultural and financial sectors to identify/address financing gaps and develop solutions to mobilize inclusive finance;
* Professional proficiency in Azerbaijani and English is required, proficiency in Turkish and/or Russian is a plus.
