Agricultural Value Chain Development Specialists – Azerbaijan Private Sector Activity (APSA)

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Agricultural Value Chain Development Specialist positions on an anticipated USAID-funded program in Azerbaijan. The goal of this Activity is to utilize a partnership and co-investment approach to support a more resilient Azerbaijan economy, beyond the oil sector, by improving the competitiveness of the private sector with a special focus on agriculture and reducing the administrative barriers that hinder the development of micro, small, and medium enterprises in Azerbaijan.

The objectives of this Activity are:

1. Develop a more diversified non-oil economy through initiatives that assist small and medium-sized agribusinesses and farmers to grow;
2. Improve the business environment for micro, small and medium businesses; and
3. Support Azerbaijan’s economic reforms.

Position Description:

The Value Chain Development Specialists will serve as technical leads for program activities aimed at strengthening agricultural value chains, which may include the beekeeping, fruits, hazelnuts, vegetables, or dairy value chains, among others. Specialists will work with farmers, small and medium-sized agricultural enterprises, and other private sector players to increase farm productivity, enhance processing activities, and create new market linkages and partnerships that result in increased exports of target agricultural products.

Qualifications:

* Bachelor’s degree in agriculture, agronomy, agribusiness or a related field;
* Minimum of five (5) years of experience advising or managing value chain development activities for development programs or the private sector;
* Experience conducting value chain assessments and determining appropriate interventions to enhance agricultural productivity and market access;
* Demonstrated ability to create market linkages and partnerships among value chain actors;
* Experience in one or more of the following agricultural value chains: beekeeping, fruits, hazelnuts, vegetables, or dairy;
* Knowledge of food safety and quality standards required for export to developed markets;
* Professional proficiency in Azerbaijani and English is required, proficiency in Turkish and/or Russian is a plus.
