Business Enabling Environment Advisor – Azerbaijan Private Sector Activity (APSA)

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Business Enabling Environment Advisor position on an anticipated USAID-funded program in Azerbaijan. The goal of this Activity is to utilize a partnership and co-investment approach to support a more resilient Azerbaijan economy, beyond the oil sector, by improving the competitiveness of the private sector with a special focus on agriculture and reducing the administrative barriers that hinder the development of micro, small, and medium enterprises in Azerbaijan.

The objectives of this Activity are:

1. Develop a more diversified non-oil economy through initiatives that assist small and medium-sized agribusinesses and farmers to grow;
2. Improve the business environment for micro, small and medium businesses; and
3. Support Azerbaijan’s economic reforms.

Position Description:

The Business Enabling Environment Advisor will provide technical leadership for the Activity’s efforts to improve the business environment for small and medium enterprises (SMEs) in Azerbaijan. He/she will work with enterprises, business groups, and/or relevant institutions to identify and improve administrative processes and promote policies to enhance competition, investment and trade, with a strong focus on the agriculture sector. He/she will work with multiple government agencies to increase opportunities for micro, small, and medium businesses to enhance production, exports, and incomes.

Qualifications:

* MBA or Master’s degree in economics, international development, agriculture or related field;
* Minimum of ten (10) years of experience required in the finance, business, or investment fields with a focus on business enabling environment or economic policy;
* Demonstrated experience analyzing challenges and opportunities in the business enabling environment in Azerbaijan, and proposing strategies to capitalize on opportunities;
* Experience working with the public and private sectors to foster an inclusive business enabling environment that promotes exports, investment and access to regional and international markets for SMEs;
* Excellent interpersonal and leadership skills; experience managing teams;
* Experience in the agriculture sector and with agribusiness strongly preferred;
* Professional proficiency in Azerbaijani and English is required, proficiency in Turkish and/or Russian is a plus.
