Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Communications and Outreach Specialist position on an anticipated USAID-funded program in Azerbaijan. The goal of this Activity is to utilize a partnership and co-investment approach to support a more resilient Azerbaijan economy, beyond the oil sector, by improving the competitiveness of the private sector with a special focus on agriculture and reducing the administrative barriers that hinder the development of micro, small, and medium enterprises in Azerbaijan.

The objectives of this Activity are:

1. Develop a more diversified non-oil economy through initiatives that assist small and medium-sized agribusinesses and farmers to grow;
2. Improve the business environment for micro, small and medium businesses; and
3. Support Azerbaijan’s economic reforms.

Position Description:

The Communications and Outreach Specialist will be responsible for the development, management, and continuous improvement of the outreach and communications function on the project. He/she will design, implement and adjust a large, regional and/or multi-country communications and outreach campaign targeting a variety of stakeholders.

Responsibilities:

* Develop materials and media to disseminate program information to partners and other stakeholders;
* Contribute to program reports;
* Conduct research on issues deemed important to the project;
* Advise and support the Chief of Party on communications quality and compliance with USAID branding and marking requirements;
* Build capacity among staff, partners and other stakeholders around development of information products, as needed.

Qualifications:

* Bachelor’s degree in communications, psychology or related discipline;
* At least seven (7) years of experience related to communications and media development;
* Demonstrated ability to develop and lead effective public outreach campaigns;
* Experience developing and adapting multi-media messages for a diverse range of stakeholders; demonstrated ability to facilitate training and capacity building activities;
* Demonstrated aptitude using social media tools and creative application of technologies for project communication and information sharing;
* Experience working in agriculture programming highly desired;
* Professional proficiency in Azerbaijani and English is required; proficiency in Turkish and/or Russian is a plus.
