Business Development Services Specialist – Azerbaijan Private Sector Activity (APSA)

Tetra Tech International Development Services headquartered in Arlington, VA is currently accepting expressions of interest from qualified candidates for a potential Business Development Services (BDS) Specialist position on an anticipated USAID-funded program in Azerbaijan. The goal of this Activity is to utilize a partnership and co-investment approach to support a more resilient Azerbaijan economy, beyond the oil sector, by improving the competitiveness of the private sector with a special focus on agriculture and reducing the administrative barriers that hinder the development of micro, small, and medium enterprises in Azerbaijan.

The objectives of this Activity are:

1. Develop a more diversified non-oil economy through initiatives that assist small and medium-sized agribusinesses and farmers to grow;
2. Improve the business environment for micro, small and medium businesses; and
3. Support Azerbaijan’s economic reforms.

Position Description:

The BDS Specialist will design and lead implementation of program activities to expand and improve the provision of business development services for small and medium enterprises (SMEs). He/she will assess the market for business development services in Azerbaijan and design strategies to increase and improve these services to support the competitiveness and growth of SMEs in the agriculture sector. 

Responsibilities:

* Design market studies to assess needs and opportunities for improved provision of business development services to farmers and small and medium agribusinesses;
* Develop and deliver trainings and capacity building programs for BDS providers; subjects of trainings may include accounting, access to finance, business planning, and marketing;
* Support the development and certification of professional networks for BDS providers; facilitate and coordinate the delivery of services (e.g., financial advisory services) from the network to target businesses;
* Engage a broad range of private sector entities across priority value chains and export sectors to identify, cultivate, and implement impactful partnership that promote improved BDS provision in the agriculture sector.

Qualifications:

* Bachelor’s degree in agribusiness, business administration, economics or other relevant field; master’s degree preferred;
* Minimum of five (7) years of experience with business development services focused on SMEs, market development, and/or agribusiness;
* Strong understanding of a wide range of business development services, including services related to SME sales and marketing, operations, human resources, financial management, legal/regulatory issues, and business planning/strategy;
* Excellent communication and training skills; direct experience with curriculum development;
* Demonstrated experience providing direct technical assistance and training to private enterprises including local BDS providers;
* Experience working with a variety of value chains across the agriculture/agribusiness sector;
* Professional proficiency in Azerbaijani and English is required, proficiency in Turkish and/or Russian is a plus.
