As an international aid organization, World Vision works in nearly 100 countries around the globe, combating the root causes of poverty and responding quickly when disaster strikes.  We partner with communities to find lasting ways of improving the lives of children and their families while providing disaster relief.  In 1994, World Vision began operations in Azerbaijan in response to the Nagorno Karabakh conflict; we provided assistance to refugees, IDPs and other vulnerable peoples in the form of shelter rehabilitation, supplementary food distribution, income generation, water and sanitation and agriculture development.  Since that time, World Vision Azerbaijan has expanded its presence to include development programming and advocacy work related to vulnerable children: children with disabilities and children housed in residential institutions. 

Both in Azerbaijan and across CEE/CIS countries, World Vision is partnering with government to provide solutions to the challenges of child welfare reform.      

The overarching purpose of the Disability Advisor is to support WVAz in implementation of its overall strategic direction to maximize the quality and impact of its programs and optimize the benefits for children and adults living with disability. 
The secondary purpose of this position is to lead the process of mainstreaming disability assistance across all WVAz programs, provide technical assistance and capacity building opportunities to WVAz staff in disability issues and monitor, evaluate the progress made in the area of inclusion of people with disabilities and advice on strategic direction. 

Qualified candidates will possess a university degree (Master’s Degree preferred) in social sciences (Law, Political Science, Human Rights, International Relations, Public Policy, Education, Medical). 

She/He should have at least four years’ experience in issues of people with disabilities as well as rights of the people with disabilities, with ideally experience working with government, international and local NGOs. Program management experience (including planning and budget management) is essential. She/He should also have a demonstrated experience in monitoring, evaluation and proposal/report writing, needs Experience in organizing, networking, lobbying assessments/surveys.

Most critical to this position, the qualified candidate will possess advanced critical thinking and analytical skills and demonstrate an ability to apply such skills for tangible, impact-oriented outcomes.  She/He should display excellent interpersonal and teamwork skills, with the ability to communicate effectively when writing and speaking, across cultures and at senior levels.  Fluency in English and Azerbaijani is essential.
