The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It directs and coordinates the international relief activities conducted by the Movement in situations of conflict. It also endeavours to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles. Established in 1863, the ICRC is at the origin of the International Red Cross and Red Crescent Movement.
The ICRC Delegation in Azerbaijan is seeking a candidate, male or female, for the position of:
Community Liaison Officer in the Water and Habitat department
(Field Officer, Grade 4)
Duty station in Barda
RESPONSIBILITIES
• Handling the relationship with communities (users) of water supply systems built by the ICRC for an optimal use of it.
• Monitoring the utilisation and functioning of the water supply systems built by the ICRC for an optimal use of it.
• Monitoring outcomes of any training provided by the ICRC Wathab department to its partners.
Under the responsibility of the Head of Water and Habitat Department:
• Participating in the handling of relations between the ICRC Water and Habitat Department and Azerbaijan Utility Agencies (Water Board/ Irrigation Department/ Electricity Board …etc).
• Contributing to the handover of ICRC Project's to the Water Board.
• Contributing to the handling of relations between the ICRC and Local authorities (Village/ District).
• Contributing to the coordination of activities between the ICRC and its implementing partners.
• Participating to the organization of trainings provided to ICRC's partners.
REQUIRED QUALIFICATION:
• Secondary School or College
• 2 years work experience in a similar field of activity
• Good knowledge of spoken and written English and Azerbaijani
• Good computer knowledge
• Capacity to adhere to and to implement procedures
• Good communication skills
• Good negotiation skills
• Rigor, method and analytical skills
• Possession of a valid driving license and good driving skills essential
• Technical knowledge in basic water supply system design and construction as an asset
This is a full-time position, and a selected candidate will start by 21 January 2013
