The job holder shall:

- define, implement and manage efficient team organization, and identify synergies in term of resources (HSE, engineering, quality, and project control in particular) with other project and JOCAP entities.
- co-ordinate all the activities of the hook-up and brownfield teams by informing, supporting and directing personnel in their roles, responsibilities and objectives.
- manage and control Contractor performance in accordance with the contractual requirements in all areas including HSE, QA/QC, technical requirements, costs and schedule.
- deliver and handover to JOCAP commissioning team facilities with the required quality, safety level and fitness for purpose.
- ensure the package interfaces with Onshore Fabrication, T&I, Operations, Commissioning teams, Azneft are identified and managed.
- ensure adequate and timely reporting to the Project Director (progress, achievement, underperformance, concerns).
- assist, as requested, Project Director with CONTRACTOR PARTIES relations regarding offshore works matters.
- gather ‘lessons learnt’ and provide feedback to JOCAP entities as required.

HSE RESPONSIBILITIES

The jobholder shall:

- Comply with the Activities described within the HSE Management System
- Take reasonable care of own Health and Safety and that of others who may be affected by their acts at work
- Know responsibilities to environmental issues in the work areas
- Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task

As such his duties and areas of authority are:

- Follow HSE instructions given by Managers and supervisory personnel
- Assure the safety of his work site before commencing work
- Take the necessary measures to avert immediate threat of danger
- Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution
- Ensure the use of tools, equipment and their safeguards is done correctly
- Participate actively in HSE meetings, safety talks, tool boxes, training sessions and drills
- Co-operate actively in the execution of the HSE plans

CONTEXT AND ENVIRONMENT

Absheron gas and condensate field is located offshore approximately 100km south of Baku, and 30km away from the Oil Rocks hub of SOCAR where EPS production will sent through a subsea pipeline.

Main challenges identified for the Offshore Package Manager:

- Absheron EPS Project offshore activities are on the critical path of the schedule for delivery of the First Gas
- Absheron EPS Project is developed in a new entity (JOCAP) and all procedures/actions have to be created
- EPCI contractor got limited (to none) experience of works execution in offshore, as well as preparatory activities
- Oil Rocks tie-ins are executed by OGCT working to local norms and practices
- Entire scope is under reimbursable mode
- Brownfield works are executed on facilities that belong to tier operator (Azneft)

ACCOUNTABILITY

- To achieve efficient and sophisticated preparation for offshore works by Contractor, e.g. provision of manning / methodology / tools and materials / facilities / logistics means etc with support of hook-up and brownfield project team.
- To ensure construction and pre-com activities carried out by the EPCI Contractor are carried out in accordance with the high safety standards of JOCAP.
- To monitor that the quality and productivity of the Construction activities executed by the EPCI Contractor is in accordance with Project standards.
- To monitor the progress of the construction and pre-commissioning activities executed by the EPCI Contractor and report on any major deviations from Project planning schedule.

QUALIFICATIONS / EXPERIENCE / SKILLS

- At least 10 years’ experience in in oil and gas project environment, with an extensive experience in brownfield and offshore activities; 5 years of managerial experience.
- Robust experience in coordinating/managing multi-disciplines team and very good level of technical understanding of all disciplines concerned
- Strong safety and quality culture in oil and gas International standards
- Good management skills and understanding of the contractual relationships involved
- Fluency in English (speaking and writing); fluency in Azerbaijani or Russian (alternatively Turkish).
