JOB DIMENSIONS / CONTEXT

Job Dimension:

  • This position is starting from the Absheron Full Field Development (FFD) FEED phase sanction until the completion of the Development phase including Project close-out.
  • Budget/Cost Control Lead to support the execution of the Absheron FFD Project including, the safe and efficient execution of the work in accordance with the relevant legislation, policies and procedures. This includes adhering to the Company Code of Conduct, Vision, Values and Behaviours, as supported by the Safe System of Working including Accountability of Safety.
  • The Budget and Cost Control Lead is responsible for monitoring and managing financial expenditures within the Project organization, analyze costs, identify potential overruns, and implement strategies to control expenses, contributing to effective financial management.
  • The job holder will perform this work in accordance with JOCAP or TotalEnergies and Project rules, guidelines and procedures.

Context and Environment:

  • The Absheron Conventional Gas & Condensates field is located offshore Azerbaijan Republic in the Caspian Sea in 500 meters depth, at about 100km southeast of Baku, 25km north-east of Shah Deniz field and 34km south of Oil Rocks production and processing facilities. The project aims at supplying natural gas for both domestic market via Sangachal main facilities (condensate) and for international export market via the South Caucasus Pipeline (SCP).

ACTIVITIES / ACCOUNTABILITIES

  • The job holders must possess strong experience in Budget and Cost Control Management.
  • Experience with developing and analysing project budgets, expenses, and variances to ensure alignment with organisational goals. The job holder shall:
  • Monitor and analyze FEED and project expenditures.
  • Collaborate with project teams to control expenses, fostering proactive cost management.
  • Implement and refine cost control strategies.
  • Review and approve project budgets to ensure alignment with financial objectives and constraints.
  • Provide comprehensive financial analysis and reporting to stakeholders.
  •  Assist PCM manager to evaluate and negotiate contracts with suppliers and vendors to optimize costs and enhance project profitability.
  • Support the Change Management process implemented by being pro-active in early cost identification of deviations and corrective actions.
  •  Ensure compliance with financial policies, procedures, and regulations.
  • Able to work in large, collaborative teams with multiple site and partners.

HSE RESPONSIBILITIES

  •     Comply with the Activities described within the HSE Management System
  •     Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work
  •     Know responsibilities to environmental issues in the work areas
  •     Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task

As such his duties and areas of authority are:

  •     Follow HSE instructions given by Managers and supervisory personnel
  •     Assure of the safety of his work site before commencing work
  •     Take the necessary measures to avert immediate threat of danger
  •     Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution
  •     Use tools, equipment and their safeguards correctly
  •     Use the provided means of personal protection correctly
  •     Leave the workplace behind correct and orderly, upon job completion – enforce the Company Clean Desk policy
  •     Report any anomaly, abnormal conditions and near miss to supervisor
  •  
  •     Participate actively in HSE meetings, safety talks, tool boxes, training sessions and drills
  •     Co-operate actively in the execution of the HSE plans

Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor.
QUALIFICATIONS / EXPERIENCE
Minimum Education: Engineer/ Master in Finance, Accounting, cost management or any other relevant qualifications.
Minimum Experience: 10+ years proven experience in major oil and gas project.

  • Proficiency in budget analysis, budgeting, and cost estimation.
  • Experience of establishing and leading Cost Control on projects


Required Skills /Certifications :

  •  Major Oil and Gas project developments knowledge and experience.
  • Technical knowledge and application of Cost Control and associated systems.
  • Demonstrable experience of delivering Cost Control on various types and sizes of project.
  • Must have at least ten (10) years of experience in a similar position for international Oil & Gas industries.
  • TotalEnergies experience is an added advantage.

Language Requirements:

  • Fluent English mandatory.
  • Azerbaijani language skills will assist performance.

Localization

  • Position is at FEED Contractor premises (London approx. 12 month) and then EPC Contractor location.
  •  Starting date : Sept 24
