Job duties and responsibilities

• Provide overall coordination, daily management and technical support to Health in Emergencies project, develop detailed plan of action.
• Ensure that the project is delivered on-time, within scope and within budget
• Provide planning, advisory support and implementation, to ensure systematic monitoring and quality assurance of the project activities based on agreed plan of action
• Supervise the HiE project implementation and provide quality reports according to set requirements, formats and deadliness
• Ensure community-based approach to the HiE activities and develop a clear model for the activities on community level
• Manage project activities with other concerned AzRC departments
• Ensure setting up a volunteers’ data base
• Track project performance, specifically to analyse the successful completion of short and long-term goals
• Measure project performance using appropriate tools and techniques
• Create and maintain comprehensive project documentation
• Provide monitoring, on-the-job training and relevant advice to NS branch staff on project specific, achievable, realistic and time bounded objectives and expected results as well as preparation of narrative and financial reports
• Develop/update the material for trainings and/or other informational material
• Conduct training according to the developed curriculum
• Carry out monitoring and coaching of all Project activities (including through field trips)
• Work out proposals, prepare budgets
• Work and liaise with MoH and other health actors and ensure no overlapping health activities
• Participate in health coordination meetings
• Advises the AzRC Project Coordinator and the IFRC health officer on identified problems and their solution with regards to the Project activities
• Ensure the Emergency stocks with essential medical utilities, sanitary and hygiene items are in place and all needed equipment is procured
• Establish appropriate communication for NS in becoming an instrumental part of disease surveillance at community level
• Participate in the development and adaptation of plans/protocols/procedures for preparedness and response to health emergencies
• Participate in the development and promotion of policy-level actions
• Takes active part in Contingency Planning development.

Duties applicable to all staff

3. Perform any other work-related duties and responsibilities that may be assigned by the line manager

Position Requirements

Education 
- University degree or equivalent on public health, community health or epidemiology 
- Post-graduate degree in public health, development or other major post-graduate qualification in the relevant field 

Experience 
- At least five years of working experience in health or disaster risk reduction areas 
- At least five years experience of working with International Organisations or national NGOs 
- Proven Experience in team management including distance management 
- Training experience and Curriculum development employing standardized tools and formats 
- At least five years of experience in community based and community development actions 
- Experience in project management (planning, implementation, monitoring, reporting) 
- Demonstrated experience in report writing and presentations 

Knowledge and Skills 
- Demonstrated skill in analytical and strategic thinking 
- Knowledge and understanding community health trends and priorities in the country, especially public health in emergencies. 
- Knowledge of disaster management and disaster risk reduction trends 
- Supervision and coaching skills
- Advocacy, representation and negotiation skills 
- Budgeting and financial management skills 
- Proposal/report-writing skills 
- Strong working knowledge of Microsoft Office 
- Excellent written and verbal communication skills 

Languages 
- Fluent spoken and written Azeri and English 
- Knowledge of Russian language
