SUB CONTRACTS LEAD

Job Description

Technical

• Managing all sub contractor interface and monitoring suppliers performance
• Arranging quarterly meetings with major suppliers and ensure actions items are addressed
• Taking a lead role in all ITT (Invitation To Tender) / RFQ (Request For Quotation) raised and issued
• Ensuring that proper processes are followed from the development of bid lists to award of contracts
• Ensuring sub-contractor compliance with contractual arrangements
• Ensuring all bid timelines and material timelines are met
• Negotiating all sub contract agreements
• Preparing bid analysis for presentation to management for sign off
• Ensuring all documentation requirements and contract related correspondence are maintained
• Ensuring that all subcontracts are continuously reviewed
• Ensuring that all vendor qualifications are completed and filed before any new supplier is added to vendor listing
• Ensuring that any requirements identified in ASCO contracts with clients are cross reference in sub contracts where required
• Direct interface and mutual support with Business and Organisational Effectiveness Lead ensuring consistency in supplier and client contract management

People

• Responsible for effective performance of Procurement Team
• Responsible for development of Procurement Team
• Contributing to the effectiveness of Procurement Team

Customers

• Building effective relationship with staff across all levels of the business
• Communicate and maintain good working relationship with suppliers
• Act as a primary point of contract for sub contractor and internal customers on commercial related issues in sub contracts
• Ensuring that all ASCO operational requirements are met and all operational issues with suppliers are addressed
• Maintain the image and reputation of the company in all business dealings

Other
• Ensure all invoice discrepancies identified by Finance team are corrected by suppliers
• Ensuring all KPIs stated in contracts are met
• Provide monthly updates to management on purchasing / contracting related issues
• Continuous review of department procedures to ensure best practise is followed and improvement identified
• Prompt implementation of department procedures once approved by management

HSEQ

• Interface with HSEQ to ensure that all HSEQ requirements outlined in subcontracts are met and any internal changes approved by management is communicated effectively to sub contractors
• Monitoring and prevention unsafe situations
• Ensure that annual HSEQ audits are conducted and actions closed
• Constantly look for and act in the ways that reduce health and safety risks, and the environmental, social, and security impact of work scope and initiate improvements

Essential Skills
 
• 3 to 5 years of progressive years of experience in procurement / sub contracts management / negotiation
• Thorough understanding of contract/procurement processes
• Good command of English, Azeri and Russian.
• Excellent computer skills
• Ability to accurately handle paperwork and documentation
• Ability to coordinate and supervise the work force team
• Leadership and mentorship skills

Desired Skills

• Supervisory experience
• Degree qualified
• Experience in logistics/ oil & gas sector
• Experience in development of policies and procedures
