Core Functions / Responsibilities:

1. Provide support to Chief of Mission and Project Coordinator in the overall implementation of the project “Strengthening Readmission Management in Azerbaijan - Establishment of Readmission Case Management System” (RCMS)
2. Support the implementation of activities described in the project document of the project; assist in the day to day activities and administrative processes; report regularly on the challenges and progress recorded in realization of activities. Note and highlight noteworthy issues and propose actions especially in the field readmission and provide inputs to project development.
3. Support Project Manager/Project Coordinator in guiding the preparatory work of training workshops.
4. Assess, develop a plan for, and oversee the contracting of technical experts and service providers in relation to the program.
5. Actively follow up on the work of external international and national experts involved in the implementation of project activities as and where needed.
6. Analyze progress and implementation, identify and document significant project events, decisions, problems or deviations and report them to the Chief of Mission.
7. Monitor progress of the project and ensure that the timeline outlined in the work plan is followed to the extent possible.
8. In coordination with EURCAP Project Management Team and supervision of Project Manager/Project Coordinator, monitor the work of sub-contractors to develop and test RCMS.
9. Draft, compile and provide input for reports on project activities, periodically required by EURCAP Project Management Team for their reporting purposes.
10. In close coordination with EURCAP Project Management Team, draft and compile high-quality project reporting, including Notes for File on meetings with Government counterparts, activity reports, donor interim and final reports.
11. Enhance mainstreaming of gender, protection and human rights-based approach and other pertinent cross-cutting issues into programming.
12. Prepare regular updates, programme summaries, press releases and other relevant info materials and statistics, according to the specific needs.
13. In collaboration with Resource Management Officer, maintain track of financial aspects of the implementation, including budget expenditures.
14. Attend meetings and prepare presentations, relevant notes for files, meeting minutes, action points, etc.
15. Assist in maintaining strong liaison with relevant governmental authorities, donors and other stakeholders.
16. Undertake duty travels related to project implementation as required and authorized by the Chief of Mission.
17. Gather national, regional and international trends and specific information of the geographical area as inputs for planning and development of new project opportunities in the project in line with identified needs, donor and governmental priorities and IOM’s mandate and strategy in coordination with the Chief of Mission, Resource Management Unit in the Mission and the Regional Office in Vienna.
18. Perform other duties as may be assigned.

Required Qualifications and Experience

Education

• University degree in Social Sciences, preferably law, sociology, social anthropology, political science, or a related field from an accredited academic institution with 4 years of relevant professional experience; or
• Completed High School degree from an accredited academic institution, with 6 years of relevant professional experience

Experience

• Experience of working within an international/non-governmental organization or public institution, preferably in the UN Common System.
• Experience in developing and maintaining partnerships with government counterparts, UN agencies, donors.
• Prior relevant experience in the field of readmission and migration management is a distinct advantage.
• Experience in budget formulation, financial and financial management and control.

Skills

• Knowledge of office software, such as word processors, spreadsheets, databases.

Languages

Fluency in English and Azerbaijani is required. Working knowledge of Russian is advantageous
