Job description: Expert on Vocational Education and Training (100%) at GIZ Office (ED VET Project) in Baku with weekly trips to the project pilot regions (Gabala, Ismayilli and Gakh).

The EU-financed “Establishing dual-like VET pilots in agriculture and tourism in the Gabala, Ismayilly and Gakh districts” (ED VET) Project is implemented by the Deutsche Gesellschaft fürder internationalen Zusammenarbeit (GIZ) GmbH.

The overall objective of the ED VET project is to increase the attractiveness and labour-market relevance of Vocational Education and Training (VET) in the fields of agriculture and tourism. The specific objective of this project is to establish dual-like VET pilots in the field of agriculture and tourism at 3 VET centres in the Gabala, Ismayilli and Gakh districts. Both sectors have a high relevance for the economy and the employment in the target districts. Their importance is also acknowledged by the Government of Azerbaijan for further economic diversification. The project will adopt the integrated approach of German development cooperation in employment promotion and is focusing on involving the private sector in vocational training.

The project is scheduled till February 2020, the extension of the project is planned for 4 months till 30.06.2020

The ED VET project is looking for the Expert on Vocational Education and Training for the implementation of dual-like VET and action-oriented learning at the pilot VET centres in Gabala, Ismayilli and Gakh and for designing and implementation of capacity-building measures for VET management, VET teaching and technical staff and in-company trainers and of short-term demand-led VET training for vulnerable groups. Regular personal presence of the Expert on Vocational Education and Training in the pilot project regions is crucial for the success of the action, therefore weekly trips with several-days stay to the regions are required.
The Expert on Vocational Education and Training contributes to fulfilling the project’s objective on increasing the attractiveness and image of Vocational Education and Training in Azerbaijan and of the new dual-like approach to VET.

A. Responsibilities and Tasks

 Design, management and implementation of project activities on capacity-building for VET management, VET teaching and technical staff, on short-term demand-led VET training for vulnerable groups;
 Coordination and implementation of project activities on establishing a training workshop in a pilot VET center;
 Coordination of implementation of dual-like VET and action-oriented learning at the pilot VET centres
 Organization and facilitation of peer-to-peer learning, ensuring sustainability of the action;
 Prepare terms of reference, organize and control the tender processes, management of current contracts with international and local consultants;
 Development of quality assurance measures, collection and documentation of best practices and lessons learnt;
 Contribution to knowledge management, monitoring and reporting;
 Expert on vocational education and training will report to the ED VET Team Leader;

B. Required qualifications, competences and experience

Qualifications

 Master’s degree in Education Policy, Education Management, Social Sciences or similar field relevant for the project’s objectives with a focus on Vocational Education and Training

Professional experience/ sector competence

 Extensive experience in the thematic area of vocational education and training, including in vocational Education Systems and Governance, Vocational Training and Employment, VET Linkage to Labour Market, Evaluation of Education Systems, etc.;
 At least 5 years of experience in comparable position
 At least 3 years of working in international projects and/or with International Organizations or international NGOs
 Previous experience to/in the VET Education in Azerbaijan is required

Other knowledge, additional competences

 Excellent organizational skills and the ability to meet deadlines
 Proven ability to work independently and in the team
 Strong presentation and communication skills (written and verbal)
 Excellent command of in Azerbaijani and English (oral and written)
