JOB SUMMARY

A Buyer has the responsibility to know the accepted business purchasing methods and know the purchasing policies and procedures of this organization. It is the responsibility of the buyer to conduct all business in accordance first with the policies and procedures of this organization, but if a subject is not covered by those policies and procedures then to act in accordance with the best business purchasing standards as currently practiced or as directed by the PSCM Manager. It is the responsibility of the Buyer to know or quickly learn enough about all the products and services with which he or she will transact business and to buy those products or services with the most favorable terms and conditions. The Buyer must become familiar with the people in this organization with whom transactions will be conducted and to know enough about the business and products of this organizations to convey any unrestricted and required information accurately to suppliers. The Buyer is responsible to help other department personnel determine the most suitable product or service to meet their needs considering the objectives of the entire organization. It is the responsibility of the Buyer to find the best source to meet this organization's objectives, to negotiate the most favorable agreement possible, and to prepare the documentation for that agreement in accordance with all laws and so that the agreement protects this organization's interest. It is the responsibility of the Buyer to follow-up or expedite orders to see that they are delivered as scheduled. It is the responsibility of the Buyer to resolve discrepancies or negotiate settlements to the best possible long-term advantage of this organization.

JOB DUTIES

• Responsible for executing the procurement strategies as defined by a Procurement Manager; establishes and maintains an effective procurement system consistent with company guidelines
• Responsible for source and purchase raw materials/equipment/spare parts/services for production units, responsible for the tender and request for quotation for final negotiations with vendors for creating Purchase Orders and Agreements including management of change of suppliers
• Ensures accurate definition of requirements and good understanding of the market environments; leads supplier approval and selection process; Manage the end-to-end procurement process for the specified raw materials.
• Streamline current processes and identify gaps within the business to facilitate further growth
• Interact and work closely with internal stakeholders to understand their needs and propose solutions to increase efficiency. Establishes and utilizes a site support network (incl. travel to assigned sites and attending site/planner meetings) for timely acquisition of site managed materials and services
• Acts as a direct procurement contact incl. for urgent orders
• Experienced in ERP system for procurement processes

REQUIREMENTS

Functional

• Knowledge of Supply Chain Management
• Experienced with ERP Inventory
• Deep understanding and professional experience with Purchasing Contracts
• Advanced skills with Microsoft Office, especially Excel
• Knowledge of software programs such as 1C/SAP/Oracle JDE

Behavioral

• Strong verbal and written communication skills
• Excellent negotiation, customer service and consulting skills

Education and experience

• High school diploma required. Bachelor’s degree in economy/business management or related field preferred
• Must have minimum 5 years of experience as a Buyer or relevant role
• Strong market knowledge and experience in working for Oil & Gas as a min (Production industry is preferable)
• Advanced knowledge of Azerbaijani, English & Russian
