Procurement Manager

Purpose:

NIPI Neftegas” LLC is looking for an experienced Procurement professional to be responsible for development of procurement strategies and overseeing a team of buyers with varying degrees of Oil & Gas procurement experience, with the ability to mentor less experience staff from a technical and commercial perspective.

Responsibilities:

• Analyze full technical tenders and develop commercial Bill of Materials (BOMs) to enable procurement specialists to issue Requests for Quotes (RFQs);
• Accountable for development and approval of Bid-Lists and purchase orders up to certain limit of authority;
• Review vendor quotes and evaluate for technical compliance with client requirements and make aware recommendations to clients, considering client criteria including Total Cost of Ownership;
• Interface with buyers and suppliers to ensure complete and accurate submittals are received and evaluated in order to meet client deadlines;
• Ensure awards of Contracts and Purchase Orders are in compliance with customer specification;
• Revises and coordinates contracting strategies of the Company;
• Actions to prevent and eliminate any violations requirements, local and asset regulation.
• Manages Commercial part of tender evaluation;
• Participates and coordinates Technical part of tender evaluation;
• Coordinates activities of teams to evaluate proposals submitted by bidders;
• Ensure the process of verification of purchase requisitions and optimizing procurement approach if needed;
• Approves optimum approach in development of evaluation criteria and subsequent evaluation of suppliers based on the analysis of the Company's activities and best international experience;
• Manages implementation and operation of systems for automated control of purchase of goods, works and services;
• Ensures proper Tender Boards organization and activities;
• Ensures functional support in the process of investment definition and advises on the optimum solution throughout procurement professional family of the Company on issues related to procurement procedures;
• Manages provision of procurement functional support on issues related to procurement procedures;
• Coordinates negotiation strategies and setting tasks and fallback positions to achieve expected results of negotiations;
• Ensures the expert review and approval of regulatory documents and draft orders on issues that fall within the scope of the Procurement functional unit;
• Facilitates / participates in cross functional teams as necessary to tackle specific procurement related issues;
• Manages a process of continuous identification / implementation of improved working practices;
• Assigns tasks to directly subordinated employees and control over the implementation of the tasks;

Qualifications:

• Degree educated with at least 8-10 years’ experience within a supply chain organization, with Oil & Gas environment;
• Deep technical knowledge of Oil & Gas tendering process, with strong ability to translate detailed technical documentation and drawings into commercial item requirements for procurement;
• Will be have the ability to act in a “customer facing” role and comprehend challenges of company customers and recommend solutions;
• Excellent spoken and written English language skills; able to communicate clearly and precisely with team members;

Job type: full-time

• Working hours: Monday-Friday, 08:30 am – 17:30pm, 5 working days a week.
