Are you our new HR Officer?

The ICRC Delegation in Azerbaijan is seeking experienced, highly motivated, and qualified candidate for the position of Human Resources Officer 1 to fulfil this new position as soon as possible.

The HR Department of the Delegation is reorganizing in order to fit with the tremendous period of changes at ICRC’s Institutional level in terms of People Management. It is in line with the Institutional Strategy 2015-2018 where the Human Resources is identified as one of the drivers – “The ability to deploy the right people in the right place at the right time”. We consequently need you to attract, retain, and develop our Human Resources for the sake of ICRC’s beneficiaries.

The HR Officer will provide a full range of HR Development and Operational support to the 100 staff and managers based in Azerbaijan.

The overall responsibilities attached to this new position will include:

 Contribute to ensure the HR capacity required, sizing and improving people capabilities, contribution and active participation in order to achieve delegation goals effectively. This will be done according to ICRC human resources vision and values;
 Support in the deployment and the implement of HR policies, procedures, systems and tools in the field, and train managers and staff on the same.
 Provides general secretarial and administrative support (staff files and contractual updates, correspondences, registration and filing etc.,) to the HR Responsible;
 Ensures information on HR issues within his/her area of responsibility (delegation, mission) is shared with the rest of the delegation;

Non-exhaustive list of duties and responsibilities:

1. General HR Administration

 Owns Payroll for the resident staff and manages salary calculation on a monthly basis;
 Carries out procedures related to local HR Practice, taxes and social security;
 Ensures that the personal files of resident staff members are up-to-date and assure proper follow-up with applicants and the sub-site;
 Enters all HR info (personal information, remuneration, absences, trainings, appraisals, etc.) in HR Database
 Registers resident staff members’ contracts in the electronic database of the Ministry of Labour;
 Prepares employment contracts, job descriptions, ID cards, work attestations, end of employment documents, etc. for resident staff members;
 In close collaboration with the rest of the HR Team ensure provision, awareness and practical advice to all staff on the ICRC HR policies and procedures, and their adherence to them;
 Liaise with the Staff Health Focal point to ensure the proper implementation of the Staff Health Strategy and the HR Responsible;
 Participate to the implementation of the new HR information management’s tool

2. Recruitment and Sourcing

 Under the supervision of the HR Responsible provides support and guidance to hiring managers in recruitment process on how to lead it properly with the aim of recruiting professionals and people with potentials to be developed;
 Under the supervision of the HR Responsible participates in discussions regarding the profile needed for each position including the writing of the job description and person specifications and the positioning of the job on the grading system;
 Autonomously organizes, supervises and takes an active role in recruitment processes with the support of the HR Responsible and the HR Service Provider on sites.

3. Induction & On-Boarding

 Ensures (together with the Head of Department and the Line Managers) that pre-established specific preparation or specific briefings for newly recruited/arrived staff on the basis of the profile sheet received or development plan are properly done in due time for Azerbaijan Delegation;
 Follows up the quality and impact of whole briefing and induction processes, collects data and suggest improvements to HR Responsible and the HR Service Provider on sites if advisable.

4. Performance Management

 Provides support to Line managers on how to implement the Performance Management System (tool, method, setting up objectives, follow up of action plan and best practices) with the aim to evaluate and develop competencies of the staff they manage;
 Gives trainings to staff on the performance appraisal guidelines and best practices of performance management twice a year;
 With the support of the HR Responsible, is responsible for the Yearly Appraisal Process and to support Managers in the process.

5. Trainings & Development

 Contributes to creation and implementation of a training policy adapted to the Delegation in order to respond to the needs identified among the staff, prioritizing those needed to ensure the operational objectives are set;
 Contributes to the identification of training options at local / regional / international, and provide support upon request to Line Managers with regards to the assessment of training needs within the team they supervise;
 May assist the HR Responsible in supporting line managers in the construction, implementation, and follow up of career paths and support plans for staff members;
 Registers and prepare lists of applications for training sessions and assures follow up for the various internal and external courses. Act as a Focal Point and liaise with Amman Regional LnD Center and Metiers training focal point in GVA if requested.

6. Support to Line Managers and HR Service Providers

 With the support of the HR Responsible, works closely with Head of Departments and Heads of Structures in a consultancy role, assisting them to understand and implement policies and procedures and advising them on HR issues (talent management process, etc.), and ensure development and implementation of talent practices);
 Supports and empowers Line Managers and HR Service Providers of the Delegation in recruitment, development, induction, detection of talent, training, etc.

REQUIREMENTS:

 High University Education in Psychology, Human Resources Management or Business School;
 Minimum of 2-3 years working experience in a similar function or a busy HR office. Experience in change management and /or delivery of trainings for professional and / or people management is a strong added value;
 Fluent in written and spoken English;
 Very strong and effective communication skills, with proven ability to negotiate and influence change with cultural sensitivity;
 Aptitude for projecting a positive image of the ICRC as a future employer and of the HR Department within the Delegation;
 Capacity to convince a sceptical audience;
 Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines;
 Very good computer skills (Word, Excel, Databases). At ease with social Medias.
 Committed to travel outside and inside the country on a frequent basis;
 Good knowledge of Azerbaijan Employment Law;
 Experience in administration of HR Payroll

This is a full-time position with a duty station in Baku.
