Project Engineering Manager
Engineering Manager Function:
Job Description:
• Support the Project Manager/Director in the project development, execution and management.
• Actively contribute to preparation of the project set-up and relevant administrative and technical documents (e.g. Project Execution Plan, Coordination Procedure, BEDD Document, Project Progress Reports, Document Management System, etc.).
• Guide and be focal point for the multi-disciplinary engineering and design/drafting team during day by day execution of project activities.
• Be the focal point for the resolution of technical issues related to engineering and design/drafting work.
• Keep liaison with Client representatives for the engineering and design/drafting works of the project.
• Inform all concerned in Company’s organization on the project about Client's instructions, requests/comments on Vendors' or Company's documents and ensure that Company personnel takes actions for compliance, as applicable.
• Schedule, coordinate and/or participate in site activities and surveys, as required for the project engineering execution.
• Establish, maintain and communicate the engineering design and drafting schedule, project budget and work breakdown structure.
• Ensuring multi-disciplinary engineering and design/drafting personnel meet project requirements for Suitably
Qualified and Experienced Persons (SQEP)
• Project progress reporting.
• Technical review of design deliverables.
• Identify, control and manage project workscope changes.
• Ensure project manhours and costs expenditure for all engineering and design/drafting disciplines are closely monitored and in line with forecasted progress and limits. Where necessary take rigorous corrective action to recover project trends.
• Develop and maintain risk registers.
• Ensure compliance with legislative requirements and authority engineering.
• Ensure that the established procedures, specification and standards are adhered to during the work.
• Identify possible Non Conformities according to the Quality Assurance System both for System and on Contract and implement Corrective Actions.
• Ensure timely preparation of project feedback data and information to enable invoicing as per contractual milestones.
• Undertake design and production of engineering deliverables, when required to do so.
• Schedule and lead formal meetings with Clients and other entities (like Subcontractors, Vendors, etc..), ensuring an agenda is prepared and relevant minutes are recorded.
• Monitoring of project progress through weekly and monthly project review meetings.
• Ensure project contractual terms are adhered to and Company’s responsibilities under the contract are discharged.
• Maintain the Project Management Plan.
• Support the Project Manager/Director to prepare project close-out report.
Skills & Requirements:
• 15-20 years of relevant experience in reputable E&C Companies, serving to O&G industry in preferably Refining and/or Petrochemicals business
• Good knowledge and experience in engineering areas of facilities design for brownfield and revamp projects (preferably in Detailed Engineering) and competent with relevant international/local codes and standards.
• Demonstrate leadership and capacity to operate under tight schedules and project criticalities.
• Proven experience in supervision and coordination roles of multi-disciplinary engineering and design/drafting teams for medium/large size projects
• Have a sound knowledge of project scheduling of engineering and design/drafting activities, their sequence and interconnections, especially for detailed engineering phase of a project.
• Ability to work collaboratively in a multinational team environment.
• Ability to communicate effectively, both verbally and in writing, in English.
• Proven experience in the areas of engineering, procurement and construction.
• Mechanical and/or Chemical Engineering background is preferred.
