Background Information

International Organization for Migration (IOM) has been working in Azerbaijan since 2001. With the overall mandate of promoting a humane and orderly migration for the benefit of all, IOM’s key area of work focuses on countering human trafficking and protecting rights of victims of trafficking. Specifically, IOM has been assisting the Government of Azerbaijan and civil society organizations to strengthen Azerbaijan’s effectiveness in preventing and combating trafficking in human beings and forced labour through i) technical assistance to the government to effectively reform  and implement the national anti-trafficking law in line with international standards, ii) capacity building of government and non-government stakeholders, and iii) direct service provision to victims of trafficking (VoTs) and potential VoTs.  IOM lays specific focus on awareness raising seminars at secondary schools and higher education institutions to increase understanding and knowledge of youth on risks of irregular migration and dangers of trafficking. It is expected that a sustained preventive approach is adopted to combat trafficking in persons through increased awareness raising among youth and adolescents within the community.

Summary of the Action

The national consultant will develop awareness materials in consultation with the IOM team targeted to school children and youth. The consultancy will include designing on innovative products for the layout of the activity kits and materials to be developed on raising awareness on preventing trafficking in persons and vulnerability to trafficking in persons under the Migrants Assistance Division (MAD) in IOM Mission in Azerbaijan.

Tasks

The selected consultant will deliver the below listed deliverables by end of April 2017 and the duration of the consultancy will be agreed between the selected consultant and IOM based on deliverables.

• Plan creative concepts, develop designs, specialized graphics and layouts for the counter trafficking materials in coordination with MAD team members;
• Illustrate the materials against the briefing and topical information provides by the MAD team members and produce diverse range of creative ideas;
• Conduct data visualization and data drive storytelling targeted to the school and university students;
• Develop the unique design solutions in compliance with IOM guidelines and branding and marking rules of the donors.
• Design the layout of the counter-trafficking newsletter and finalize it based on the feedback by project staff.

Expected outputs

The implementation of the tasks set will lead to the following outputs:
a. Designed and finalized ‘Activity Kit’ including guidelines to implement the activity on counter-trafficking and safe migration for school students;
b. A set of materials (including flyers and booklets) focused on safe migration and migrant orientation information.
c. The newsletter of the counter trafficking project. 

Required qualification

The consultant is expected to have the following competences and expertise.
a. Experience
- Preferable minimum of 2 years of relevant graphic design and publishing.
b. Competencies and skills
- Graphic design skills;
- Use of layout programs such as InDesign and Adobe products;
- Familiar with IOM and its scope of operation and projects.
c. Personal qualities and other requirements
- Objective and analytical;
- Results-driven;
- Strong sense of commitment;
- Efficient;
- Capable of working under time pressure;
- Proven track of record of delivering on time;
- Good interpersonal skills;
- Culturally sensitive;
- Ability to work effectively and harmoniously within a team and with colleagues from varied cultures and professional backgrounds.
