In March 2015 the State Oil Company of Azerbaijan Republic (SOCAR) and KBR announced an agreement to establish a new engineering and support services company in Azerbaijan. The legal entity name of the new company is SOCAR-KBR LLC and provides design, engineering, technical, procurement, construction supervision and project management services for projects across the upstream, midstream and downstream oil and gas sectors, in the Azerbaijan – Georgia – Turkey (AGT) region. The key objective of this strong partnership is to create a world class Azerbaijan-based EPCm services company that will utilize the strength of both organizations and deliver top quality results by utilizing, developing and promoting Azerbaijani national content. The company has a long term commitment from both organisations.
HAOR Project
SOCAR HAOR Reconstruction and Modernization: SOCAR’s Heydar Aliyev Oil Refinery (HAOR) will undergo a modernization and revamping with the final aim to increase the refinery capacity for fuels production, achieve improvement of the fuel quality to comply with future regulatory requirements and meeting the increasing domestic demand. SOCAR-KBR will provide PMC (project management contract) services to SOCAR as part of the IPMT (integrated project management team) environment. The main project execution location will be in Baku with international contractors carrying out specific scopes of works on the project around the world. SOCAR-FOSTERWHEELER-AMEC/AMEC-FOSTERWHEELER Consortium is responsible for FEED (front end engineering design) scope of the project. The project has been formally awarded to SOCAR-KBR on 7th of March 2016.
Primary Roles and Responsibilities:
The role has primary responsibility for managing all aspects of document management, data management and IT delivery for the project. IM/IT manager will interface with IPMT management team members, Owner representatives and 3rd parties on all matters related to information management execution of the project.
Provides leadership to the SOCAR HAOR Integrated Project Management Team (IPMT) IM/IT team, which consists of the following individuals
• Deputy IM/IT Manager
• IT Delivery Manager (IT Business Partner in KBR terminology)
• Document Control Lead
• IM Coordinators
• Document Controllers
• IT System Administrators
Responsibilities shall include, but not be limited to:
• Responsible for effective strategic and operational planning including the preparation of the Company IM/IT budget, strategy, standards and specifications
• Responsible for the implementation of effective IM governance practices and representation of IM/IT function in Company Project Management team and Project Sponsors Committee
• Responsible for effective and efficient management of project 3rd party contractors IM delivery throughout entire life cycle of the project (FEED to RFSU stage)
• Responsible for IM input into Supplier and 3rd party contractors’ invitation to bid (ITB) packages.
• Managing technical and commercial evaluation of IM content of ITB responses from contractors for EPC, EPsCm contracts
• Managing the Company IM interfaces in relations with contractors, suppliers and other 3rd parties, including Government authorities
• Responsible for selection, training and coaching of local content within IPMT IM team
• Managing the delivery of end to end project execution systems and processes for entire life cycle of the project (FEED to Final Handover to Owner/Operator)
Qualifications:
• A degree in business information systems
Experience Required:
• Minimum of 15 years working on oil and gas projects
• Minimum of 15 years of detailed working experience with KBR IM systems and processes
• IM work experience on projects with at least three major international Owner/Operator Oil & Gas companies
