for expert/consultant under a Special Service Agreement

Title: National Expert on Training Journalists on Reporting about Domestic and Gender-Based Violence

Location:   Baku, Azerbaijan

Start of assignment:  01/06/2015
End of assignment:  31/10/2015

Brief description:

The purpose of this consultancy is to support media outlets and journalists in Republic of Azerbaijan to better understand the phenomena of domestic and gender-based violence as well as enhance their professional skills and raise awareness on ethical considerations when reporting about domestic and gender-based violence. The assignment is for 15 working days during the period of June-October 2015.

Background:

The OSCE Project Co-ordinator in Baku (PCiB) is supporting national authorities, civil society and media of Republic of Azerbaijan in better implementation of the Law on the Prevention of Domestic Violence. The PCiB’s consultations with the Azerbaijani Press Council and journalist community in this regard demonstrate that they are prepared to consider integrating best OSCE practices when preparing media reports about domestic and gender-based violence.

When it comes to human rights violations, domestic violence and gender-based violence, the media can be a force for good or a force for evil. When editors and journalists do a good job of communicating messages on issues of importance to their communities – such as women’s human rights, domestic violence, gender-based violence and social justice – those issues are better understood, better accepted and better represented in public policy debate contributing to the overall goal of preventing and combating domestic and gender-based violence.

As media outlets and journalists play an important part in raising awareness of the population, as well as in reporting on the levels of implementation of the domestic and gender-based violence related legislation, activities aimed at increasing media representatives’ capacity to report about domestic and gender-based violence will contribute towards the implementation of the Law on the Prevention of Domestic Violence. Thus, the OSCE PCiB, in co-operation with Azerbaijani Press Council and the State Committee on Family, Women and Children Affairs will identify a group of 20 journalists (40 journalists in total) based on an open application process, who would participate in two three-day specialised trainings` on reporting about the domestic and gender-based violence. The OSCE PCiB will involve one international and one national expert in the training activity.

For the purpose of the current assignment, PCiB will hire one International Expert and one National Expert to deliver two three-day trainings for 20 journalists of Azerbaijani media outlets (40 journalists in total) on considerations related to reporting about domestic and gender-based violence. The national expert is expected to have substantive professional experience in media/communication studies and knowledge of how to deliver trainings to journalists on domestic and gender-based violence issues. The national expert will support the International Expert in preparation of the training agenda and materials. The national expert will serve as a focal point for communication with national stakeholders and assist in reviewing documents in local language(s).

Tasks and responsibilities:

Under the supervision of the Human Dimension Unit of the OSCE’s Project Co-ordinator in Baku, the National Expert will undertake the following activities:

• Assist the International Expert in identifying and reviewing the relevant documents (legislation and reports) related to domestic and gender-based violence in Azerbaijan;
• Arrange preparatory meetings with Azerbaijani Press Council and selected journalists to discuss issues and challenges related to media reporting of domestic and gender-based violence in Azerbaijan. Provide interpretation support during meetings with national stakeholders;
• Assist the International Expert in developing the training agenda and training materials in English and Azerbaijani;
• Together with the International Expert deliver two three-day trainings for a selected group of 20 journalists on reporting about the domestic and gender-based violence in Azerbaijan in June and September;
• Provide input to International Expert on the training report that includes evaluation of impact of the training and proposals for future capacity building activities for journalist on reporting about the domestic and gender-based violence.

Expected Output/Deliverable:

• Develop training material and agenda that covers following topics:
- The social, economic, health and cultural aspects related to domestic and gender-based violence
- Overview of applicable national legislation and international treaties related to domestic and gender-based violence
- Guidelines for interviewing victims of domestic and gender-based violence
- The rights and responsibilities of the media particularly in related to gender-specific human rights violations
- Reporting about domestic and gender-based violence
- Media ethics in covering domestic and gender-based violence
- Develop a case study for journalist on preparation for writing stories on domestic and gender-based violence, actual writing exercise and editing the materials.

- Writing for the Web and using social media to disseminate news about domestic and gender-based violence
• Deliver two three-day trainings for a selected group of 20 journalists on reporting about the domestic and gender-based violence in Azerbaijan;
• Present a training report (five pages) that includes evaluation of impact of the training and proposals for future capacity building activities for journalist on reporting about the domestic and gender-based violence.

Tentative timeframe of engagement:

The assignment is scheduled to be completed by 31 October 2015 and will encompass 15 working days. The first training will be organized in June 2015, while the second training in September 2015. More concretely, the suggested timeframe includes:

• Preparatory work including desk review of relevant documents and preparation of the training materials and agenda (home based);
• Delivery of two three-day trainings;
• Finalising the training report.

Necessary Qualifications:

The national expert should possess the following minimum qualifications:

• Advanced degree in journalism, communication sciences, social sciences, law, human rights or related field. PhD degree is considered an asset;
• Minimum four years in developing manuals/toolkits/ and/or to deliver trainings to media, public relations officers of the governments, international organizations or civil society organization’s on domestic and gender-based violence related issues;
• Experience of designing and working with traditional and interactive teaching methods;
• Proven research and analytical skills;
• Familiarity with Azerbaijani context, particularly the media and domestic violence sector;
• Excellent knowledge of English including excellent communication and drafting skills; knowledge of other OSCE working languages would be an asset.

Remuneration Package

The consultant will be remunerated commensurate with his/her experience and qualifications in accordance with OSCE established consultancy rates.
