Position: Design, Monitoring and Evaluation Officer

Work Context:

National level position in WV Azerbaijan geared at designing, coordinating and harmonizing WVAz’s various program activities to ensure holistic impact on communities. The incumbent will work with program managers to refine and integrate current program activities, as well as design & draft innovative initiatives that complement existing programming (in line with the Country Strategy).

Major Responsibilities:

Planning and programming

1. Contribute to the development and maintenance of WV’s Country Strategy, preparation of annual work plan.
2. Work with Project Managers to prepare dynamic, innovative and well written concept papers, project proposals and grant requests for internal and external donors.

Program/project assessment

1. Facilitate the process of assessment for programs/projects and compile high quality assessment reports.
2. To ensure that the findings and conclusions of assessment are reflected in project design.

Oversee Project Monitoring and Evaluation

1. Develop and participate in monitoring of current program activities and facilitate drawing-up of comprehensive and well written reports for donors and internal/external audiences (in line with donor criteria).
2. Coordinate the process of programs/projects evaluation according to the requirements and quality standards. Provide proper recommendations for project management to improve project quality.

Ensuring compliance with WV DME   framework

1. Lead the process of applying WV DME framework to all WV Azerbaijan programs and facilitate the process of translation of DME tools into Azerbaijan language
2. Maintain and update DME implementation data base on semiannual and annual base.

Qualified candidates will possess a university degree (Master’s Degree preferred) in Social Sciences (Law, Political Science, Human Rights, International Relations, Public Policy).  She/He should have at least 3 years work experience in the development field, preferably with international NGOs.

Most critical to this position, the qualified candidate will possess advanced critical thinking and analytical skills and demonstrate an ability to provide effective recommendations as a result of monitoring and evaluation to improve quality of programs/ projects. Proven record in the preparation of project proposals and successful attainment of international grants is preferred as well as experience in writing sound monitoring & evaluation reports with effective and key recommendations for improvement of program quality. It is expected that candidate is proficient in computer use and has extensive experience in usage of statistical software (SPSS, SAS, etc.).

She/He should display excellent interpersonal and teamwork skills, with the ability to communicate effectively when writing and speaking, across cultures and at senior levels.  Fluency in English and Azerbaijani is essential.
