Summary:

Procurement specialist is in charge of managing the full procurement cycle, establish tenders and achieve the best value, to follow Supply Chain procedures, work instructions, forms, etc.

Responsibilities:

• Assist with the development of processes and procedures and communicate to relevant procurement personnel; 
• Monitor the Bidding process in compliance with existing procurement procedures, complete tender documents, and bid summary;
• Assist in managing SAP Material Master (MM) Applications for relevant warehouses, locations for maintenance of accurate purchase data; 
• Coordinate negotiations, contract development, contract implementation, and supplier contract compliance process;
• To participate and control all stages of the tender process;
• To create Request for Proposal for the acquisition of materials and services in order to get the proposals from the suppliers;
• To prepare commercial bid evaluation for management approval;
• To liaise with end-user department to get technical comments; incorporate technical notes into commercial bid evaluation and issue recommendation to purchase;
• To organize and attend meetings with suppliers;
• To attend bid openings and control preparation and signing of appropriate protocols;
• To place Purchase Orders on materials, equipment, and services;
• To do market research, select and purchase quality products and materials; 
• To build relationships with suppliers and negotiate with them for the best pricing;
• To prepare progress of requisitions and update management on status of orders;
• To record and properly archive all bidding documents; 
• To carry out other instructions of management.

Requirements:

• Degree and / or qualification in Business Administration, Engineering (Automation/Electronics, Mechanics, Process engineering);
• Evidence of trainings and certifications in related field;
• Minimum 3 year experience, preferably in Oil & Gas Sector;

Any other specific requirements:

• Microsoft Office knowledge;
• Working experience of relevant software (e.g. SAP MM);
• Fluent Azerbaijani and English language skills;
• Supplier Relationship Management, Market survey skills;
• Multi-tasking and time-management skills, with the ability to prioritize tasks.
