Tasks to be performed under this assignment:

  • Attend a half-day Workshop of the Network of Experts to design the workplan and agree on specific tasks and approaches
  • Identify key priority areas in the Regional Migration Needs Assessment Report for action and further development, as well as in the RTCM Roadmap developed within the project. The Expert will bring concrete recommendations to update the Roadmap as necessary
  • Support project team and SMS with provision of legal and strategic advice and vision in relation to establishing the legal statute of RTCM 
  • Support SMS and countries in the Region in drafting the cooperation framework/MoU among countries in the region
  • Support the design of a sustainable management and accountability framework
  • Carry out research and analysis as required.
  • Attend regular meetings of the Network of Experts
  • Carry out research and analysis as required.

Tangible and measurable deliverables:

  • Contribution to the workplan development at the half-day Workshop of the Network of Experts
  • Draft of a strategic and legal vision and guidance on the legal statute of RTCM in close collaboration with IOM and SMS, taking into account the existing legal environment in Azerbaijan
  • Participate in the design of the cooperation framework and the drafting of the relevant document/ MoU among participating states in the Region, in close cooperation with IOM/SMS and Countries in the Region and act as a key person in all related communication

Performance indicators for the evaluation of results: 

  • The quality of and the timely completion of the assignments
  • Positive feedback from the IOM Project Management Team, and SMS 

Education, Experience and/or skills required:

Legal advisor is expected to have the following education, experience and skills:

  • Advanced university degree from an accredited academic institution in law, international law, international human rights and related fields or minimum 10 years of relevant professional experience 
  • Demonstrated expertise and knowledge in migration management and all the key components of migration (irregular migration, legal and labor migration, migration in crisis, migration and development etc.) 
  • Demonstrated knowledge of international migration law and instruments and in providing legal advice
  • Demonstrated knowledge of human rights, with specific focus on migrants’ rights as well as gender issues
  • Ability and experience in liaising with government authorities as well as with international Institutions for research, capacity building and other purposes
  • Experience of drafting policy documents, statutes, cooperation frameworks etc. in the field of migration
  • Previous experience of work in the Region and/or knowledge of the Region is an asset
  • Effective researching, writing, presentation skills
  • Strong analytical, interpersonal, and diplomatic skills
  • Oral and written fluency in English is required. Working knowledge of Russian is an advantage.
