Title: Procurement Specialist

JOB DUTIES

• To identify the needs;
• To order goods and materials, equipment and services;
• To carry out relevant surveys on local and international markets for more affordable provision of goods and materials, equipment and services and inform the management of the results;
• To establish relations with manufacturers, contractors and logistics companies;
• To develop a database of manufacturers, contractors and logistics companies and regularly update them in a proper manner;
• To prepare tender documents / bid proposals for provision of goods, works and services;
• To draft additional schedules and documents required for the tender – carry out and control the tender process and analyze tender bids.
• To negotiate with the suppliers to acquire goods and materials, equipment and services for the lowest price and under the most favorable commercial terms;
• To review and analyze the procurement documents before approval;
• To follow up the procurement policies and procedures;
• To comply with execution rules and terms in the performance of works;
• To ensure the compiling and filing of internal reports, letters and other documents, and proper recording of journals maintained in the department;
• To fulfill other tasks assigned by the management in the form of subordination;
• To comply with occupational safety, security, sanitary and fire protection norms and regulations.

REQUIREMENTS

Functional

• Excellent knowledge of procurement procedures and practices;
• Proven experience with procurement systems and supplier negotiation;
• Focus on reaching results while ensuring an efficient process;
• Ability to work overtime when necessary;
• High level of computer literacy, with specific requirements for Word, Excel, Power Point and Outlook.

Education and experience

• BS degree preferable in Finance, Accounting or Business Administration;
• Any professional certification will be preferred;
• Experience within PSCM department is required;
• Solid understanding of accounting payable principles;
• Advanced knowledge of Azerbaijani, English and Russian;
