Position: Project Consultant (2 positions)

Duty Station: Baku with travels to project target areas
Appointment type: Consultant, 6 months (with a possibility of extension)

Introduction:

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. In 2001, Azerbaijan became an IOM member state through the formalization of cooperation between IOM and the Government of Azerbaijan.

Context:

Under the overall supervision of the Chief of Mission and direct supervision of the Project Coordinator, the successful candidate will assist the implementation of “Integrated Rural Development for IDP Communities in Azerbaijan through Revitalization of Kahriz Water Supply System” project activities particularly with respect to the development of a draft national master plan for kahriz revitalization and a national atlas of kahrizes.

Key Responsibilities:

Development of a National Master Plan for Kahriz Revitalization

[Preparatory Works]

1. Design questionnaires in preparation of the preliminary meeting with the national/local authorities, community representatives, academia and other relevant stakeholders.
2. Facilitate the preliminary meeting, interim discussions and Master Plan Workshops to assess the needs for developing a National Master Plan for Kahriz Revitalization and determine the direction of the assignment.
3. Based on the findings from the preliminary meeting, develop a work plan, including the methodology and timeline for individual activities for developing a National Master Plan for Kahriz Revitalization.
4. Conduct partner surveys before the preliminary meeting, after the first Master Plan Workshop and after the final submission of the Master Plan to assess relevant stakeholders’ perception towards needs and quality of the Master Plan.

5. Develop assessment criteria, methodologies and procedures for needs assessment of kahriz water supply system.
6. Conduct i) water shortage assessment, ii) socio-economic assessment of roles and significance of kahrizes, and iii) assessment and establishment of disaggregated beneficiary profiles.
7. Prepare and submit a comprehensive Needs Assessment Report in both English and Azerbaijani.
[Legislative Review and Analysis of Legal and Property Issues of Kahrizes]
8. Conduct review and gap analysis of the national legislation and policy on water resources.
9. Study on property issues of kahrizes and best practices of kahriz management in neighboring countries.
10. Prepare and submit a Comparative Analytical Report on Legal and Property Issues of Kahrizes in both English and Azerbaijani.
[Draft National Master Plan for Kahriz Revitalization]
11. Draft a National Master Plan for Kahriz Revitalization, including the overall strategies for kahriz revitalization and management and recommendations for national/local policies on water resource management, based on the findings from the Needs Assessment and Legislative Review and Analysis.
12. Compile inputs and feedback on the first draft National Master Plan from the national/local authorities, community representatives, academia and other relevant stakeholders before, during and after the first National Master Plan Workshop.
13. Finalize the draft National Master Plan in both English and Azerbaijani, incorporating inputs and feedback from the relevant government authorities, IOM and other stakeholders, and present it during the final National Master Plan Workshop.
Development of a National Atlas of Kahrizes
14. Support the Project Coordinator in coordinating with the Service Provider and ensuring activities to be implemented in line with a work plan in a timely and quality manner. 
15. Provide the Service Provider with available information and data required for developing a national atlas of kahrizes.
16. Support the Service Provider in liaising with national and local authorities to facilitate mapping and assessments exercise in target areas.
Other Duties
17. Assist the Project Coordinator in maintaining Complaint and Feedback Mechanisms for the project and reflecting lessons learned into the future project activities.
18. Assist in drafting periodic reporting, briefing notes, meeting minutes, visibility products and project factsheets.
19. Translate daily correspondence and project-related documents.
20. Perform other duties as may be assigned.

Required Education:

• Completed Bachelor’s degree from an accredited academic institution, preferably in Social Science, Political Science, Development Studies, International Relations, Law or other related fields

Required Experience:

• At least two years of professional work experience in qualitative assessment, policy analysis, research, development and/or other relevant fields.
• Work experience with UN agencies, international/national NGOs or government institutions/organization would be an added value.
• Experience in designing and leading research projects is a distinct asset.
• Excellent writing, communication, negotiation, presentation and analytical skills in both English and Azerbaijani.
• Ability to work effectively in high-pressure, rapidly changing environments, multitask, pay attention to details, meet deadlines and maintain accuracy in performing responsibilities are required.
• Cultural sensitivity and ability to work both independently and in a team setting are required.
• Grounded understanding of national legislations, local customs and geopolitical situation is an asset.
• Computer proficiency with a high level of familiarity with database management programme and commonly used office programmes (e.g. MS Word, Excel, PowerPoint and Publisher) is essential. 

Languages: Fluency in Azerbaijani and English
