Lifting Specialist
SITUATION IN ORGANIZATION
Position to report : HSE Operations Lead
JOB DIMENSIONS
Absheron Early Production Scheme (EPS) is an early development phase to target a first gas production in 2021.
The Full Field Development will be envisaged depending on the results of EPS well ABD001.
JOCAP Joint Operating Company of Absheron Petroleum is a new Company created in March 2018, which is the Operator of Absheron from August 2018.
Absheron development reference agreements are PSA, JOA and addendums.
ACTIVITIES
The job holder’s overall responsibility is to act as a technical expert in lifting and handling service. As such, he shall :
Promote safe handling and lifting operations in reference to JOCAP HSE policy and international standards
Develop the Lifting Management System (LMS) in JOCAP as and if required by senior management and ensure its understanding and application by relevant employees and contractors
Undertake/participate periodic reviews and audits of contractor LMS as required, with particular focus on higher risk activities
Validate competency of contractor employees, responsible for Lifting/Handling operations
Review and approve contractor lifting plans
Plan and monitor budget and contractual payment process related to Lifting/Handling operations
HSE RESPONSIBILITIES
Comply with the Activities described within the HSE Management System
Take reasonable care of own Health and Safety and that of Others who may be affected by their acts at work
Each employee, at his level of responsibility, must observe all Procedures and instructions in the performance of his own task
Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution
Report any anomaly, abnormal conditions and near miss to supervisor
Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment,
and notify forthwith the responsible supervisor

DETAILED ACTIVITIES
1. Assess contractor lifting and handling procedures and review engineering calculation for critical lifts
2. Develop the Site lifting and handling procedures from the Commissioning phase till start-up
3. Approve critical lifting plans and attend the lifts
4. Perform condition spot checks to verify contractor monitoring program and fitness for purpose of lifting appliances/accessories,
CCUs and evaluate their utilization on site
5. Provide lifting and handling expertise advice to JOCAP Managers
6. Participate in lifting and handling audits of the contractor
7. Ensure incidents are reported and participate in analysis of all lifting related events
8. Participate in the competency assessment of lifting/handling operations personnel;
9. Participate in development and monitor implementation of training plan for lifting/handling operations personnel
10.Provide feedback for contractor’s rules and instructions for lifting and handling operations (LMS)
11. Develop lifting plans for all JOCAP routine lifting operations. Develop work instruction for lifting activities and equipment
to match Best Industrial Practice.
12. Responsible for coordination of periodic integrity inspections and certifications of Lifting Equipment and color coding activities.
REQUIRED COMPETENCIES
Minimum 10 Years in Crane, Rigging and Handling at Supervisory / Management level.
Industry related qualifications such as LEEA/ EAL / OPITO / CPA
The Lifting Specialist must have experience in lifting operation in different fields of application (supervision, calculation, inspection, etc) and in particular with heavy lifts offshore.
