JOB DIMENSIONS

Absheron Early Production Scheme (EPS) is an early development phase to target a first gas production end-2020.
The Full Field Development will be envisaged depending on the results of EPS well ABD001.
JOCAP Joint Operating Company manage the EPS Project through an EPCI contract with BOS Shelf and a Technical Services agreement with TOTAL, who conducts on its behalf both Drilling operations and Project Subsea package.
Absheron development reference agreements are PSA, JOA and addendums.

ACTIVITIES

 To adopt and demonstrate an exemplary behavior with regard to HSSE and to implement and control HSSE rules and requirements within his area of responsibility;
 To ensure respect of existing affiliate procedures, particularly Delegation of Authorities, and develop the necessary update;
 To develop, communicate and implement , means and tools in order to ensure the efficient organization and operation of the Project budgets and Cost Control activities;
 To define, implement and review relevant cost control procedures and systems to cover all operational and capital expenditure;
 Provide detailed actual + commitment expenditure based reporting and forecasting;
 Liaise with budget holder to identify root cause of variance to budget forecast
 Analysis & review of contractor KPI’s and audits to ensure relevance to contract and progress
 Under supervision of JOCAP Finance to establish a suitable Budget and Cost coding structure – complying with Governing Agreements (PSA/JOA/SHA), JOCAP’s procedure and Project Management reporting requirements and rules for all phases of the EPS Project.
 To prepare / coordinate / consolidate and review the various Project budgets and updates (internal and external / Annual and Multiyear) with inputs from the members of the Project Team, and provide “ad hoc” economics support as required.
 Support Project Controller in verification and control of Work Breakdown Structures for major maintenance activities Provide cost control support to all budget holders.
 To provide the necessary checks, approval functions for invoices submitted, in accordance with Contracts, Project & Company procedures and DoA.
 To provide input into the SAP System, regarding payment schedules (cash calls), invoicing and cost control issues if required;
 To assist in the cost assessment of any contract variations and identify any Project cost trends, drifts, variances data update and maintain the Project Final Cost Estimate, prepare the Monthly Cost Report with comments;
 To liaise actively with JOCAP Finance Department for all matters related to cost and accounting as required (Commitments, invoice processing and payment, accruals, payment claims and disputes...);
 To ensure strict confidentiality of all the Budget and Cost documentation (whatever its support);
 Implementation of business processes within the Company in line with SOX;
 Research technical accounting issues for compliance;
 Support month-end and year-end financial close process;
 Ensure quality control over financial transactions and financial reporting;
 Assist Finance Director and Finance Controller in preparation of Annual Budget and respective Updates to the budget when necessary;
 Provide reliable and timely financial analysis to senior management to allow informed strategic decisions to be made.
 Provide support for Project Manager in challenging respective subcontractor teams to ensure proper understanding of causing of variance in financial performance compared to budgets or estimates.
 Ensure consistency in budget and forecast preparation and be responsible for the consolidation of the actual cost information. HSE

CONTEXT AND ENVIRONMENT

Provision of a cost control function providing analysis and challenging expenditure for all operational and capital costs across all Business Teams as well as Direct and Indirect Support departments.

ACCOUNTABILITIES

The job holder is responsible for all the activities related to the Budget and Cost Control for the Absheron EPS Project Group. The job holder main duties are to organise, coordinate, perform and control all the Budget, Reporting and Cost Control activities within budget delegated to the Project Group, and to prepare, analyze, evaluate, process and present all information and documentation related to the Project Budget, expenditures and forecasted Costs.
The job holder shall liaise actively with all the Package Managers (mainly) for budgeting activities and updates. The job holder is also the correspondent of JOCAP Finance Controller & Finance Director for all matters related to budget, cost control and reporting or accounting.
The job holder shall observe and shall impose strict confidentiality during the tendering phase and as a general manner all along the course of the Project.

QUALIFICATIONS / EXPERIENCE / SKILLS

 Operational or maintenance experience in an Oil and Gas environment
 Technical disciplines knowledge and Budget preparation, control, challenging and reporting techniques
 Use of SAP controlling, commitments and cost structure modules Understanding of company and project finance - Experience in SAP - FI/CO/MM module
 Development and use of computer cost management applications
 Strong finance background -Experience in the budget/cost control techniques.
 Experience in Offshore contracts/purchases would be beneficial.
 Sound EXCEL knowledge.
